Firms compete internationally -Firms need to distinct themselves from their competitors by innovation, inventing new products, processes and services and doing so efficiently. -Consumers make higher demands on the products they buy - ICT development make that knowledge spread faster and faster

Innovation is a private decision based on cost-benefit analys. Decision can be facilitated by the environmental conditions created, such as removing barriers (red tape) and pushing incentives managed by the public administration (funding), universities (skill, research, translation..)
