3 2 Your initial understanding about teacher registration Teacher training = a licence to teach With teacher training  always get registered with no problem Once registered as a teacher, registration for life Teacher registration put up by school not teacher Teacher registration required before start of teaching No consequence for not complying with teacher registration requirement  depends 

4 3 Why Teacher Registration? Legal requirement (Education Ordinance, s.42) Only a registered teacher (RT) or a permitted teacher (PT) can teach in schools Ensure teachers fulfilling the min. qualification requirements Higher Diploma or Associate Degree for PT teaching for primary and secondary schools Safeguard schools from appointing unsuitable teachers

12 11 Consequences of Not Complying with TR requirements To Schools - Breach of Ed. Ord., - EDB may refuse to pay the salaries of teachers w/o proper registration status - May place students in danger To Teachers - Breach of Ed. Ord., - EDB only recognizes teaching experience after TR for ICE purpose

13 12 Handling Teachers with Conviction Records / Misconduct ( 處理違法失德教師 ) School Level : Disciplinary action on teachers concerned (from verbal warning to summary dismissal) Offence cases: Report to the police, not to be settled by schools

16 15 A Very Prudent TR Process TR applicants are required to self- declare ALL conviction records, including spent convictions

17 16 EDB’s Support to Schools release TR info. to school in case of doubt about potential appointee’s teacher registration status (form available in TR webpage) eServices alert in case school accidentally appoints a not fit and proper person, whose TR was cancelled/to be refused, as a teacher

19 18 Teacher Appointment in Schools Schools should require job applicants to declare their previous conviction records check applicants’ RT/PT cert & certs of service seek potential appointees’ consent to - check their TR info. with EDB; and - consult their previous employers about their performance request potential appointees to undergo SCRC create e-Services accounts for newly recruited monthly-paid teachers …..measures stipulated in EDBCM No.65/2010

20 19 School should convey to all staff its expectations regarding teacher conduct and performance on a regular basis request teachers to report to the school if criminal proceedings are instituted against them. suspend teacher from his duties in case where criminal proceedings of a serious nature are instituted against him. report to EDB serious offence or act of misconduct allegedly committed by a teacher when such comes to its notice. 21 20 Sexual Conviction Record Check (SCRC) EDB strongly advises schools to adopt the Scheme in their appointment procedures (EDBCM No.179/2011) An administrative scheme to enable employers of persons undertaking child-related work and work relating to MIPs to check the sexual conviction records of prospective employees Schools should consider whether the relevant work involves frequent or regular contact with students before requesting staff of the outsourced service providers to undergo SCRC Update Q&A (http://www.edb.gov.hk → Teachers’ Development → Employment Related Information → Appointment Matters).http://www.edb.gov.hk
