4 Common Core Standards 1.Periodically review and update the common core learning standards Professional Development 2.Provide equitable funding for schools; advocate for the Governor and state legislature to adopt Regents State Aid Proposal recommendations: Instructional Development Fund Parent Engagement Activities

5 State Assessments 3.Give HS students more time to meet the Common Core Standards 4.Eliminate high stakes for students 5.Reduce field testing and provide increased access to test questions 6.Offer smarter testing options for students with disabilities

6 State Assessments (cont’d) 7.Offer smarter testing options for ELLs 8.Develop Native Language Arts assessments for Spanish-speaking ELLs 9.Clarify what new grades 3-8 test scores mean for students 10.Focus extra support on students that need it most

7 Local Assessments 11.Reduce unnecessary tests 12.Eliminate traditional standardized tests in grades K-2 13.Establish a 1% cap on time for locally- selected standardized testing 14.Offer flexibility to districts to further reduce local testing required by APPR

9 Curriculum 16. Provide new curricular resources for teachers of students with disabilities and English Language Learners 17.Create a “Teacher Portal” 18.Ensure IEPs are appropriate to student needs as Common Core is implemented 19.Provide new resources to parents of students with disabilities

10 The Board of Regents will lobby the Governor and the State Legislature for: $10 million in state funds to develop a test to better measure the progress of Spanish speaking ELLs $8.4 million in state funds to print more versions of the grades 3-8 ELA and math state tests, so more questions can be released $125 million in 2014-15 funding for professional development and parent engagement activities

11 The Board of Regents will apply for federal waivers… Related to testing of students with disabilities and ELLs.

12 Additional SED Items Not Addressed in the Report Delayed launch of the electronic student data portal; hold off on uploading personally identifiable student data (inBloom) Awaiting updated field memo from SED about student participation in state assessments (opt-out) Common Core Regents Geometry- local districts have option of administering ‘old’ Geometry Regents exam until Jan 2016 Federal waiver for Grade 8 math was approved for the 2013-14 school year

13 What does all this mean to school districts? The devil is in the details! Since these are proposed amendments, await regulations/guidance to support implementation of policy.
