3 General vocabulary Citizen: person with duties and responsibilities to a state and entitled to rights/privileges from the same state Alien: a person from one nation living in a second nation.

4 US Citizenship & Immigration Service (CIS) vocabulary Nation-State: sovereign community with defined boundaries and government; owes protection to its citizens. Resident alien: person with CIS green card or visa; permitted to stay in US temporarily Illegal alien: person in US without CIS permission

5 Refugee Refugee: alien seeking admission to nation- state on emergency basis; being persecuted in home state. Cuban refugees coming to US. Edward Snowden: former Central Intelligence Agency employee who leaked CIA records showing wiretaps of US citizens summer of 2013; refugee in Russia currently.
