1 Submittal of C37.016 as an IEC/IEEE Dual Logo Document IEEE Switchgear Committee Main Committee Meeting 18 October 2007

2 Review of Dual Logo Process l Approved IEEE Standards are eligible for submission l Documents Submitted to the IEC Standardization Management Board (SMB) for consideration l The appropriate IEC TC review document (FDIS ballot). No revisions can be made.

3 Document Submitted to SMB l Voting closed on 15 August 2007 l Results of Voting l Yes=4 l No=9 l Comments submitted with negative votes, with the exception of the Netherlands l Abstention=1 (Japan) l No Response (Hungary)

4 Comments Received l Australia l The Australian NC proposes a negative vote on the above submission. The Australian National Committee is in principle agreement with the need of an International Standard and is in agreement to support the IEEE Standard published eventually as an IEC-IEEE Standard, however the adoption of the IEEE Standard should not be done in haste via the fast track procedure. The requirements in IEEE C.37.016 should be properly harmonised first with other IEC publications (IEC 62271.100) and once that is done- Australia would support the publication. l Brazil l The Brazilian practice is based on IEC 62271, and the proposal does not match these requirements.

5 Comments Received (cont.) l China l China does not agree to publish IEEE standard C37.016- 2006 as FDIS. The document AC/138/2002 is not fulfilled. The proposed standard should be modified in line with the document structure requirements of IEC standard. l Sweden l The Swedish NC approves the submission of the draft and at the same time requests a DLMT be set up to start the maintenance work immediately. The work should aim at better harmonize the standard with existing SC 17A standards. l Germany l We note that IEEE C37.016-2006 is overlapping with at least two projects of SC 17A, namely IEC 62271-103 and IEC 62271-104. Thus, the conditions for processing this IEEE standard under the dual logo agreement are not fulfilled.

6 Comments Received (cont.) l France l The French NC proposes a negative vote as some rated voltages used in IEC for switchgear in the lower range (<= 52 kV) are not covered in the IEEE standard and as the TRV specified for transformer limited faults are not consistent with those specified in IEC 62271-100 Ed 1.2. Moreover, SC17A & 17C have defined (see 17A/796/RM) a common boundary at 52 kV between application in distribution (that includes 52 kV) and those in transmission, such a distinction should have been taken into account to be in line with IEC practice. l UK l The UK NC supports the comments of the French NC. This document conflicts with the commitment to the common clauses approach of IEC 60694 and 62271-1 and will undoubtedly lead to confusion in the market.

7 Comments Received (cont.) l Italy l In the opinion of the Italian NC, the draft proposed, instead of applying the fast track procedure to it, should be discussed within an ad hoc WG before, in order to evaluate possible aspects of extraneousness and inconsistency with the IEC standards of SC 17A, considering that the FDIS is totally derived from an IEEE standard. We support the French comments on this document and cast a negative vote. l Spain l IEEE C37.016-2006 overlaps with other IEC standards and with the programme of work of is IEC/SC 17A. In fact IEC/SC 17A is working at this moment in prIEC 62271-104 (Switches with a rated voltage ³ 52 kV - Revision of IEC 60265-2:1988) and in prIEC 62271-103 (Switches with a rated voltage above 1 kV and < 52 kV - Revision of IEC 60265-1:1998).

11 Suggestions for Moving IEEE Std C37.016 Forward l Circulate IEEE Std C37.016 as a DC (Document for Comment) in SC17A l Form a task force within the High Voltage Circuit Breaker Subcommittee to review the comments l Based on the comments received, two potential paths l Revise IEEE Std C37.016 jointly with IEC SC17A l Procedures for joint development between IEEE and IEC currently under development l Resubmit the document for reconsideration to the IEC SMB

12 Future Submittals l Confirm that there is a gap in the IEC library for the IEEE standard being proposed (per the terms of the IEC/IEEE Dual Logo Agreement) l Confirm that the standard is harmonized with current IEC standards or IEC standards under development l Since development of an IEEE standard can take 5+ years, work programme/requirements of the relevant IEC TC may change l Use the same treatment of references as was done in C37.016 l Seemed to be successful as no comments were made at the SMB level l Gather input from the relevant IEC TC/SC
