3 A Combat Support Agency DoD Acquisition Overview Overarching policy guidance for all Acquisition Programs –DoD Directive 5000.1, The Defense Acquisition System –DoD Instruction 5000.2, Operation of the Defense Acquisition System Acquisition Program is a directed, funded effort that provides a new, improved, or continuing material, weapon, or information system or service capability in response to an approved need.

PM: –Designated individual with the responsibility and authority to accomplish program objectives for development, production, and sustainment to meet the User’s operational needs. The PM shall be accountable for credible cost, schedule, and performance reporting through the Acquisition Chain-of-Command.

Adopt existing military capabilities, acquisition of commercial products, and/or development of new technology. Federate emerging architectures, capabilities and joint operational concepts to build an integrated set of spectrum management capabilities. Provide net-centric, interoperable, integrated and collaborative spectrum management capabilities. Support net-centric data environment for spectrum information. 23 A Combat Support Agency CJSMPT Capabilities Define Electromagnetic Battlespace (EMB) –Create, refine, and manage the EMB in AOR/AOI –Create Task Force from specific and generic forces –View, manage, and update spectrum requirements in AOR/AOI Spectrum Requirements Analysis –Recommend required allotment based on modeling and simulation of EMB –Suggest specific frequencies for nomination and assignment taking into account user defined and/or host nation allocation tables –Determines and optimizes spectrum requirements then generates re-use plan Tactical Deconfliction –Predict incidents of tactical Interference prior to mission execution Tactical Interference Mitigation –Generate modifications to spectrum plan to minimize interference Collaboration –Exchange data via the SKR Data Exchange 23

24 A Combat Support Agency HNSWDO Capabilities Host Nation Spectrum Worldwide Database Online (HNSWDO) is a web-based capability that: –Facilitates warfighter deployment and communications by providing worldwide visibility of host nation supportability of Radio Frequency (RF) spectrum dependent equipment. –Automates distribution of host nation coordination requests and Combatant Command (COCOM) submission of host nation supportability comments, reducing the time required to manage the process. –Enables managers to determine the historical supportability of other (or similar) systems in the same band. –Provides informed design decision-making concerning frequency bands, thereby mitigating the risk of acquiring a potentially unsupportable RF dependent systems. 24
