Aboveground Storage Tank Enhanced Vapor Recovery Workshop Agenda Welcome and Introductions Overview Tank Population Inventory Emissions Inventory Rulemaking Timeline Contact Information Open Discussion 4

Purpose of Enhanced Vapor Recovery (EVR) for Aboveground Storage Tanks (ASTs) To seek additional emission reductions from gasoline marketing operations by increasing the stringency of standards and specifications To improve the performance and reliability of vapor recovery equipment Overview 5

In 2000, the Board approved EVR regulations for underground gasoline storage tanks (USTs). A new rulemaking is required to implement EVR for aboveground gasoline storage tanks (ASTs). 6

Overview EVR for ASTs is necessary to: Ensure maximum feasible emissions reductions are achieved Improve quality, reliability and durability of AST vapor recovery systems Provide consistency with the UST EVR program 7

Overview A S T Examples 1000 Gallon Single Wall AST 250 Gallon AST on Stand 8

Overview 2000 Gallon Protected Tank A S T Examples 12,000 Gallon Protected Tank 4,000 Gallon Single Wall with Processor 9

Overview Proposed AST EVR Performance Standards and Specifications Draft Certification and Test Procedures are available on the ARB Vapor Recovery website, but will be revised pending further testing and monitoring data. 10

Overview Previous Inventory Efforts Revisited inventory in response to industry concerns –Tank population inventory –Emission inventory 11

Overview Status of AST EVR Conducting further studies on: –Tank population inventory –Emissions inventory –Controls –Cost 12

Overview Status of AST EVR Focus of today’s workshop –Tank population inventory –Emissions inventory AST proposed regulation and cost analysis will be discussed in future workshops 13

Tank Population Inventory Desired information Our approach to acquire information Pilot Survey & Summary Survey timeline Overview 16

Tank Population Inventory Size distribution Location Control level Type of tank Desired Information 17

Tank Population Inventory Districts Water Board Board of Equalization Energy Commission AST Manufacturers Fuel Carriers Approach to Acquire Information 18

Tank Population Inventory Identify fuel carriers –473 carriers identified by CARB –each carrier was contacted Identify gasoline carriers to AST –188 carriers deliver gasoline to AST Approach to Acquire Information 19

Tank Population Inventory With California Independent Oil Marketers Association (CIOMA) –Develop pilot survey Randomly select carriers –32 carriers received pilot survey Pilot Survey 20

Tank Population Inventory 32 companies received survey 15 companies returned survey 8 companies returned survey with tank information 466 tanks identified Pilot Survey Summary 21

Tank Population Inventory Questions ? 29

Aboveground Storage Tank Enhanced Vapor Recovery Workshop Agenda Welcome and Introductions Overview Tank Population Inventory Emissions Inventory Rulemaking Timeline Contact Information Open Discussion 30

Emission Inventory Build a population picture –Use picture to develop emission inventory What are we going to do with the tank population information? 31

Emissions Inventory (Baseline Emissions Estimate) 32

AST Emission Factor Approach –Determine AST emission factors using the U.S. EPA Tanks Emissions Estimation Program (AP-42) –Suggested by industry Emissions Inventory 33

U.S. EPA Tanks Emissions Estimation Program (AP-42) –Emission estimating equations were developed by the American Petroleum Institute (API) –Estimates emissions from organic liquid storage tanks –http://www.epa.gov/ttn/chief/ap42/ index.html Emissions Inventory 34

U.S. EPA Tanks Emissions Estimation Program (AP-42) –Designed for single-wall tank application –Can be used for protected tank application Requires fuel surface temperature measurements Emissions Inventory 35

AP-42 Data Collection –In August 2004, ARB installed monitoring equipment on 5 ASTs –Parameters measured include: fuel surface temperature, ullage pressure and temperature, barometric pressure, and ambient temperature. Emissions Inventory 36

–AST Monitoring status: 5 ASTs monitored –4 protected (500-8,000 gallon capacities, different manufacturers, different insulation characteristics) –1 single-wall (250 gallon capacity, on stands, no vapor recovery, open vent) Data collected from August through November 2004 Preliminary data analyses in January 2005 Emissions Inventory 37

Emissions Inventory (Preliminary Data from a Single-Wall Tank) 38

Emissions Inventory (Preliminary Data from a Protected Tank) 39

Emission factor stakeholder review –Assemble Stakeholder Review Team –Summarize preliminary data and emission factors –Schedule meeting (early 2005) Emissions Inventory 40
