6  An inventory of CCIs  An exploration of the literature about CCIs  Individual discussions with 40 people from five CCIs — funders, site managers, TA providers, and evaluators  A forum gathering of professionals involved with CCIs to review drafts and generate ideas

8  How do we get the Toolkit into the hands of people who can benefit from it?  How can we get new and current grant managers and COTRs to access the Toolkit and then apply it to their work?  How do we get agencies to encourage and support the use of the guidelines and tools?

9  How should we introduce the Toolkit to new leadership?  What can you commit to do to encourage your agency to incorporate this resource and the practices it describes into your agency’s program development guidance, procedures, training?  How else might the Coordinating Council support your efforts?
