1 Distribution of Earthquake Damage Estimation using Broadband Satellite Communications for Supporting International Rescue Operations Hoang Nam Nguyen Disaster Management and Mitigation Group National Institute of Information and Communications Technology

2 Outline Introduction Operation procedure for supporting global rescue activities Data process flow for earthquake damage detection Satellite experiments using WINDS Conclusions

3 Introduction Motivations and Aims of the project –Provide an appropriate solution of earthquake risk evaluation to developing countries –Support International Rescue Team of Japanese Fire- Service (IRT-JF) when operating in earthquake- stricken countries Project activities –Earthquake damage estimation –Satellite communications experiments International cooperation –Earthquake preparedness –Data distribution –Satellite communications experiments

The Swiss rescue team operated at Kobe earthquake in Japan (1995 ). The IRT-JF operating in the Kingdom of Thailand (2004)

5 Operation procedure to support International Rescue Team of Japanese Fire-Service (IRT-JF) Earth Observation Satellite (Terra-ASTER) Earth Observation Satellite (ALOS-PAL-SAR) Communications Satellite (WINDS, ETS-VIII) Disaster site Headquarter 1.Preparedness period Evaluating the risk by earth quake using DEM 2. Information gathering period Detect collapsed building 3. Dispatching JRT-JF team 4. Rescue period - Information exchange between headquarter and disaster site

6 Project goals Low cost method for estimating earthquake damage Appropriate solution to developing countries Promotion of international cooperation in disaster preparedness and relief

10 Data network Disaster site Headquarter Experiment scenario 1: Direct access for low and medium data amount

11 Data network Disaster site Headquarter Data network Internet Experiment scenario 2: Access via local data network in case of huge data amount

12 Conclusion This project aims to develop a low cost method for earthquake damage estimation which is suitable for developing countries WINDS is used for testing and verifying utilizations of broadband satellite communications in supporting rescue activities of IRT-JF teams Cooperation with NECTEC in WINDS’s experiments We expect to bring collaboration opportunities to Asian countries in emergency preparedness and disaster mitigation in case of future earthquakes
