United Nations Environment Programme (UNEP) Secretariat of the Basel Convention (SBC) Progresses made: COP 8: - Requested BCRCs to use the guidance materials prepared by SBC for improving administration, governance and operational effectiveness of the Centres. - Requested SBC to prepare a report for the OEWG6 on the review of the BCRCs; OEWG6: - Initiated a review of the BCRCs in order to enhance the combined effectiveness and capacity of the Centres and SBC.

United Nations Environment Programme (UNEP) Secretariat of the Basel Convention (SBC) Decision of the IX/4 of COP 9: Main points Is necessary to ensure the core functions of the BCRCs (Decision VI/3); Role of SBC is (a) facilitate financial resources and technical assistances (b) provide guidance for effective governance and administration; Regional nature of the BCRCs should be reinforced; BCRCs could play an important role with the implementation of the 3 Conventions;

United Nations Environment Programme (UNEP) Secretariat of the Basel Convention (SBC) Detailed list of the necessary elements for the performance of core functions Core functions: -Training; -Technology transfer; -Information; -Consulting; -Awareness-raising Needs support for: - Training of BCRC staff; -Capacity of BCRC Staff/BCRC Director; -Implement Business Plans; -Meetings of the Steering Committee (every 1 or 2 years)

Performance of the existing centres: -Preparation of the Business Plans; -Funding available for the implementation of the activities of the Business Plans; -Contributions from the countries served by the Centres (Decision VI/3); -Capacity building activities and projets implemented
