4 UNITEDNATIONSECE Contact Group - 7 th Session - Agenda item 7 4 Application of the Recommendation by AC.2 of 20 October 1995 Data (new terminology underlined) (a) TIR Carnet reference number; (b) Date and record number in the Customs ledger; (c) Name or number of Customs office of destination; (d) Date and reference number indicated in the certificate of termination of the TIR operation (boxes 24-28 of voucher No. 2) at the Customs office of destination (if different from b); (e) Partial or final unloading; (f) Termination of the TIR operation at the Customs office of destination certified with or without reservation (without prejudice to Articles 8 and 11 of the Convention); (g) Other information or documents (optional); (h) Page number.

5 UNITEDNATIONSECE Contact Group - 7 th Session - Agenda item 7 5 Application of the Recommendation by AC. 2 of 20 October 2000 I ntroduction of an Identification (ID) Number of the TIR Carnet holder in the TIR Carnet The holder of a TIR Carnet is a person who bears primary responsibility for the proper termination of a TIR operation and for due observance of all relevant provisions of the TIR Convention and, thus, should be clearly identifiable

6 UNITEDNATIONSECE Contact Group - 7 th Session - Agenda item 7 6 I ntroduction of an Identification (ID) Number of the TIR Carnet holder in the TIR Carnet Individual and unique identification (ID) number, in addition to the name and address of the TIR Carnet holder – facilitate inquiry procedures – reduce misuse of TIR Carnets and the TIR procedure

7 UNITEDNATIONSECE Contact Group - 7 th Session - Agenda item 7 7 I ntroduction of an Identification (ID) Number of the TIR Carnet holder in the TIR Carnet Format: “AAA/BBB/XX…X” – “AAA” 3-letter code of the authorizing country (ISO classification system) – “BBB” 3-digit code of the national association (classification system established by the international organization ) – “XX…X” consecutive numbers (digits) identifying the person authorized to utilize a TIR Carnet (Annex 9, Part II of the TIR Convention)

8 UNITEDNATIONSECE Contact Group - 7 th Session - Agenda item 7 8 I ntroduction of an Identification (ID) Number of the TIR Carnet holder in the TIR Carnet Insertion of the ID-number in: – Model Authorization Form (MAF) – TIR Carnet: box 3 on page 1 of the cover of the TIR Carnet box 4 on the vouchers of the TIR Carnet box 5 in the Certified Report of the TIR Carnet (if appropriate)

9 UNITEDNATIONSECE Contact Group - 7 th Session - Agenda item 7 9 I ntroduction of an Identification (ID) Number of the TIR Carnet holder in the TIR Carnet At the request of the Administrative Committee the TIR Secretary elaborated a procedure for protected access to the TIR databank by competent authorities of Contracting Parties

10 UNITEDNATIONSECE Contact Group - 7 th Session - Agenda item 7 10 INTERNATIONAL TIR DATA BANK Competent authorities transmit within one week from the date of authorization or withdrawal the Model Authorization Form (MAF) to the TIR Executive Board National associations transmit annually an updated list as per 31 December of all authorized persons as well as of those whose authorization has been withdrawn to the competent authorities

11 UNITEDNATIONSECE Contact Group - 7 th Session - Agenda item 7 11 INTERNATIONAL TIR DATA BANK Contains some 34,000 TIR Carnet holders Access for TIR Customs focal points by e-mail, fax, post (at present for inquiry purpose only) Information on TIR Carnet holder ID number and contact information (at present) available within 24 hours
