7 Annex 4, Section 1 – RRC06 – 06 June 2006 Step 1 Step 1 – Establishment of 1 000 km contour In order to identify any potentially affected service all countries whose boundaries lie inside or are intersected by the 1 000 km contour are taken into consideration.

9 Annex 4, Section 1 – RRC06 – 06 June 2006 Step 2 Step 2 – Selection of administrations whose broadcasting services are potentially affected A contour is developed based, for each frequency range, on the trigger coordination value corresponding to the broadcasting service to be protected specified in Table A1.1 and following the procedure developed in Section 3.

11 Annex 4, Section 1 – RRC06 – 06 June 2006 Step 3 Step 3 – Selection of other services assignments located in the 1 000 km contour In this step, assignments to other primary services are selected, based on the following criteria: –assignment belongs to an administration within the 1 000 km contour; –assignment is contained in the List of assignments to other primary terrestrial services given in Annex 6 to this Agreement or for which the procedure of Article 4 of this Agreement has already been initiated.

12 Annex 4, Section 1 – RRC06 – 06 June 2006 Step 3 Result of Step 3: OS2 in B, OS1-1 and OS1-2 in D, OS2 in E The corresponding trigger values have to be extracted from the Tables of trigger values in Appendix 1 to Annex 4.

13 Annex 4, Section 1 – RRC06 – 06 June 2006 Step 4 Step 4 – Construction of coordination contours For each unique trigger value in the above list, a coordination contour is developed. In this way, there will be always one coordination contour for the protection of the broadcasting service identified in Step 2 and for each frequency range, possibly several coordination contours for every type of other service selected in Step 3.

15 Annex 4, Section 1 – RRC06 – 06 June 2006 Step 5 The administrations, with whom coordination is required, are identified by the coordination contours intersecting with or enclosing: –the national boundaries of those administrations identified in Step 2 in relation to broadcasting; –the locations of receiving stations/service areas of other primary services identified in Step 3.

17 Annex 4, Section 1 – RRC06 – 06 June 2006 How to draw the contours ? Details in section 3 of Doc 115. Depends upon the coordination scenarios identified in section 4 of Doc 115. Point of reference from which radials are drawn with 1° step. For each scenario, section 4 describes how the outgoing interference field strength is calculated.
