2 REQUESTED ACTION Review & approve proposed list of Major Community Issues relating to the Comprehensive Plan to be addressed in the EAR for submission to agencies* for review and comment * Agencies include municipalities, adjacent counties and State and regional agencies

3 EVALUATION AND APPRAISAL REPORT (EAR) Evaluates success addressing major community issues through the Comprehensive Plan Recommendations for update/revision of Comprehensive Plan based on EAR EAR Adoption Due Date: September 2009

4 COMPREHENSIVE PLANNING PROCESS & EAR ADOPT COMPREHENSIVE PLAN UPDATE IMPLEMENT PLAN/ LAND DEVELOPMENT REGULATIONS EVALUATE PLAN RELATIVE TO MAJOR COMMUNITY ISSUES DEVELOP EAR RECOMMENDATIONS FOR PLAN UPDATE PREPARE PLAN AMENDMENTS

5 SPECIFIC PURPOSES Identify major community issues Review Plan implementation since last EAR/EAR-Based Plan Update Assess how Plan objectives related to major issues have been achieved Assess success/shortcomings of Plan

10 PUBLIC INPUT Approx. 40 Workshop Attendants 12 Advisory Boards visited 5 Community Groups visited 9 written comment forms submitted 17 web surveys completed Written submissions from Citizen groups

11 ISSUE DEVELOPMENT PROCESS Gathered all input into master results spreadsheet Generated preliminary comprehensive list of issues by Element Synthesized list into 11 topic areas to form the Major Community Issues List

13 LAND USE/TRANSPORTATION CONNECTION How to strengthen the land use/transportation connection to enhance quality of life, make efficient use of land, promote energy efficiency and reduce the County’s carbon footprint, including: –Compact, higher density mixed use development/ evaluate Urban Cluster Capacity –Alternatives to standard concurrency strategies –Extension of multi-modal transportation network –Review of urban road function & design standards –Prioritization of capital projects for existing population –Integration of related polices / consider Energy Element

14 ECONOMIC DEVELOPMENT IN SUSTAINABLE MANNER How to enhance the economic strength of the community in a sustainable manner that protects natural resources, including: –Sufficiency/location of land for industrial and office uses –Job diversification/creation/retention –Strategies to promote sustainable agriculture and retention of existing agriculture –Promotion of economic development in East Gainesville consistent with environmental stewardship –Promotion of eco-tourism & tourism/arts linkage –Promote using recycled materials/waste alternatives

15 GREENSPACE PROTECTION How to ensure sufficient protection of greenspace: –Assess adequacy of protection throughout County –Consider LOS for conservation land separate from resource-based recreation –Assess implementation tools and funding alternatives

16 WATER RESOURCES Assess sufficiency of policies protecting wetlands, surface waters & water quality Linkage of protection policies with stormwater and potable water/sanitary sewer policies & implementation Assess water conservation strategies

17 AFFORDABLE AND SPECIAL NEEDS HOUSING Evaluate effectiveness in promoting affordable housing Assess how Plan policies and implementation impact housing costs Assess need to require affordable housing and consider funding sources for retroactive provision in existing developments Address recommendations of Affordable Housing Advisory Committee Assess special needs housing and how to best coordinate to meet needs

18 RECREATION Review LOS standards and structure with consideration of County role relative to recreation facilities Consider how to best meet recreational programming needs of the community Consider how to coordinate LOS standards with municipalities while providing for development/operation of economically sustainable parks

19 INTERGOVERNMENTAL COORDINATION AND PLANNING Assess County/Municipal Plans relative to Countywide Visioning and Planning Process Coordination with municipalities relative to service provision Effective approaches to coordination of natural resource protections Review State/Federal threatened and endangered species listings Determine key provisions of Local Mitigation Strategy needing incorporation into Plan

20 LONG RANGE TRANSPORTATION PLANNING Review and update Long Range Transportation Map Series: –Update maps- population and timeframe –Assess in context of land use, natural resource and economic development goals –Clarify corridor preservation policies & use of Future Traffic Circulation Corridors Map

21 PUBLIC HEALTH & SAFETY Assess means to best address efficiency, safety and LOS for Fire Rescue and Emergency Services – Need for Public Safety Element? Consider ways to promote public health –Need for Public Health Element?

22 FISCAL CONSTRAINTS Evaluate planning initiatives in light of budgetary constraints and assess how to address –Special Area Plans for Strategic Ecosystems –Activity Center Master Plans Evaluate need for air quality program Evaluate capital project capacity in light of current fiscal constraints

23 HISTORIC PRESERVATION Assess policies and develop strategies for implementation –e.g. Historic Preservation Ordinance

24 STAFF RECOMMENDATION Approve proposed list of Major Community Issues relating to the Comprehensive Plan to be addressed in the EAR for submission to agencies for review and comment

25 NEXT STEPS Agency Meeting June 2 nd Confirm final list of Major Community Issues with BOCC & LPA –LPA June 18 th –BOCC June 24 th Submit list to Department of Community Affairs for Letter of Understanding
