Soler, IRD ST&I indicators for the measure of bi- regional cooperation : state of the art Eulanest report, OST, 2007: 49 pages proposing 12 indicators measuring the cooperation between 5 EU countries and 5 LA countries Eularinet report, IEDCYT, 2009: 179 pages proposing 11 indicators measuring the cooperation between 28 EU countries and 19 LA countries 3 main observatories involved in the production of ST&I indicators for the bi-regional cooperation between EU and LA: OST (France), IEDCYT (Spain), RICYT (LA)

(Inco-net philosophy To gather experts from the 3 observatories with policy- makers so as to reach a consensus during an Indicators Workshop (Rio, 18 July 2009) On the basis of the existing reports of indicators, to select the most accurate indicators and methodologies to measure the bi-regional cooperation
