7 Article 5 - Cost Optimal??? ‘Member States shall calculate cost-optimal levels of minimum energy performance requirements using the comparative methodology framework established in accordance with paragraph 1 and relevant parameters, such as climatic conditions and the practical accessibility of energy infrastructure, and compare the results of this calculation with the minimum energy performance requirements in force.’ Article 5: definitions (2)

9 A9: Nearly Zero Energy Buildings??? ‘nearly zero-energy building’ means a building that has a very high energy performance, as determined in accordance with Annex I. The nearly zero or very low amount of energy required should be covered to a very significant extent by energy from renewable sources, including energy from renewable sources produced on-site or nearby; Article 2: definitions (2)

13 Allowable Solutions – New build choices: 1. Do it all on site 2. Pay for specific improvements to existing buildings (e.g. retrofit installations), renewable heat or energy schemes 3. Contracting with a third party for them to deliver carbon abatement measures 4. Making a payment to a fund which invests in projects which will deliver carbon abatement on their behalf with a fixed carbon price (per ton)
