A.C.E.S. A Systematic Case Investigation Concept John Harvey Deputy Director, Ogden Police Department

Initial Phase – Report is taken An officer responds to a citizen complaint, is dispatched, or self initiates a report. The report is entered into the Records Management System Sits in a queue until assigned to an investigator Is assigned by a supervisor to an investigator.

Current Investigation Workflow 1. Review and analyze all previous reports prepared in the preliminary phase; 2. Conduct additional interviews with victims, witnesses, reporting parties, and preliminary investigating officers, if necessary; 3. Conduct interrogations of all suspects; 4. Review departmental records for incidents of a similar nature for the investigation 5. Review results from laboratory examinations;

6. Seek additional information from informants, or from officers from this and neighboring police agencies; 7. Plan, organize, and conduct crime scene searches for the purposes of gathering additional physical evidence; 8. Identify and apprehend suspects; 9. Interview apprehended suspects in order to determine involvement in, and clearance of, other crimes; 10. Arrange for dissemination of pertinent information obtained to other components and agencies, as appropriate; 11. Assist department prosecutors and/or Assistant District Attorneys in preparing cases for court presentation. Workflow Continued

The Problem Almost all police departments use a system whereby offense reports are taken, reviewed by a supervisor and at some point uploaded to the RMS system, then placed into the queue so a supervisor can assign the case to an investigator. Once the officer receives the case, they are free to pick and choose what processes they use to attempt to solve the crime. If three different officers receive three different burglary cases, in most cases, three different sets of things will happen. There is NO systematic approach to case investigation. Here is where ACES enters the picture, making the worst and best investigator start from a higher plane than either would have otherwise.

A.C.E.S Automated Case Examination System –Initiated automatically –As soon as a report is entered into the RMS System a battery of programs commence a systematic investigation against all persons, places and things associated with an offense. –Personal Identifier (SSN, DL Number, RNI, etc) information is used to determine what databases can be accessed. Queries will run automatically against all victims, witnesses, complainants and suspects. –Queries reside in a database of queries, which means flexibility for additional searches, instantaneously.

A.C.E.S. Faces, Places and Cases ACES-Faces reports aggregate all that is known and linkable about a person where we can obtain a personal identifier such as ssn or driver’s license ACES-Places reports aggregate all that is known about a particular location such as CAD calls, Offense Reports, Sex Offenders, Gangsters, MVR data, Pawn Data, Probation/Parole data, etc. ACES-Items reports aggregate all that is known about a particular item. ACES-Cases reports aggregate all the reporting functions of the system for one specific case. It creates an exhaustive report on the people, places and things associated with a particular case.

A.C.E.S. Continued Systematic Investigation Checksheet (partial list)  Previous arrests  Utility data  MVR data  Wants  Probation/parole  Sex Offenders  Pawn Records  DL Data  Etc.

Baseline Investigator Report A database of all possible queries will be maintained so that the investigation can be “checksheeted.” A baseline report will be created for each case, which includes all information that can possibly be gleaned from available data sources, with hyperlinks to other additional information. The baseline report will contain a separate section for each victim, witness, suspect, complainant or anyone else involved in the event. Every offense report will go through the same complete set of queries in order to build the baseline report. The baseline report will also contain a section or link relative to any serialized item that may be involved in an offense report.

Baseline Investigator Report Automated “Web Services” (computers talking to computers) –FBI NDEX for reports on a person’s criminal background –State systems for automated reports on: Warrants Stolen Vehicles Stolen Items

Baseline Investigator Report Automated “Web Services” CLEAR or Accurint reports linked by SSN or DL Number Last known locations Phone Numbers Employers Arrests Vehicles Other

Prototype ACES-PLACES Report Data that can be linked to a particular location is aggregated. Here we have a hyperlink to the county tax assessor’s website for this specific address, then tables with other related data below Bla nk bla nk bla

Data that can be linked to a particular person is aggregated. Here we have a driver’s license photo and the person’s name race/sex and dob. Tables below are linked by ssn to pawn data, dl data,booking data, etc. Prototype ACES-FACES Report

Goals and Objectives Stratify the Process Level the field between investigators Provide a consistent and systematic approach to investigations. Expedite Investigations Develop a system that is Case and Involvement “Agnostic”

Rewards Create a model for Best Practices that can be utilized nationwide. Enhance Investigations through more thorough research. Expedite Investigations through automation of queries. Time matters (48 hrs) Free Investigators to do the legwork computers cannot do like interviews. Provide excellent service to the public.
