1 Günter Liebel Director General,
Head of Department General Environmental Policy Federal Ministry of Agriculture, Forestry, Environment and Water Management

2 What is klima:aktiv? klima:aktiv is the Austrian initiative for active climate protection is an innovative add-on instrument to common regulatory and financial policy instruments of the Austrian Climate Strategy to reach the Kyoto target is to foster the use of environmental technologies and services It adresses itsself to target groups on regional and local level.

3 What is the specific new element?
to involve already existent stakeholders on the spot. These Stakeholders are plumbers architects master builders property managers chimney-sweeps as well as companies and communities. The specific new element of klima:aktiv is to use and to incorporate, to involve and to take in already existent stakeholders on the spot. These stakeholders are – by their profession - skilled technicians and specialists and they are working on energy supply, renewable energy and energy efficiency, such as: Plumbers Architects Master builders Property Managers Chimney sweeps as well as companies and communities. Example: chimney-sweeps for example work as so called “climate-ambassadors” and inform households how to save energy by dispensing consumer folders and by promoting the klima:aktiv hotline and the service centre. The main task of klima:aktiv was then to get these stakeholders “involved and attired”.

4 the multipliers Multiplier How did we proceed?
We knew from the very first moment that we – the Ministry – are not able to reach all of them- neither we have the resources nor we have the budget! So the idea was to reach instead the so called “multipliers”, to spread out the information of climate protection by means of these multipliers! This allows easier access to the target groups and increase of resources available for attaining the common target by the klima:aktiv partners involved (“multiplier effect”)

5 Typical elements of a programme
information and motivation campaign advice for accurate defined target groups development of high quality standards training of important multipliers activation of cooperation partners accompanying evaluation changing framework conditions etc. Typical elements of programmes are information and motivation campaigns as well as advice for accurate defined target groups. In order to be successful they have to be combined with other programme elements like the development of high quality supply, quality standards, training of important multipliers, activation of cooperation partners, accompanying evaluation, changing framework conditions etc. With this approach quite a lot can be achieved in terms of climate protection at relatively low cost.

6 22 klima:aktiv programmes divided into
energy efficiency and building transport and mobility local and regional activities renewable energy klima:aktiv programmes want to actively create the market for climate friendly technologies and services. To attain the targets, klima:aktiv develops issue-specific and target-group oriented programmes. These programmes focus on different thematic fields: energy efficiency and building transport and mobility local and regional activities renewable energy Thematic programmes aim at: reducing greenhouse gas emissions at low cost increasing market shares of climate-friendly products and services bringing together the main stakeholders to support the mutual goals contributing to sustainable development in an innovative Austrian economy Alle Programme im Detail- siehe englischer Folder

7 klima:aktiv and targeted training
additional education and targeted vocational training courses to key-players -> more than people have already graduated from a klima:aktiv training course! -> klima:aktiv qualifications are recognizable within the corporate design All thematic programmes aim is informing, motivating and training of their respective target groups. The main aim of the targeted training is to provide the qualifications needed in the thematic programmes and to co-ordinate trainings and education in the various programmes. Main focus is advanced vocational training. Through targeted klima:aktiv programmes klima:aktiv provides the domestic industry with a large range of well trained professionals and developers who can contribute to maintaining Austrian know-how internationally competitive on this globally growing market. klima:aktiv qualifications will be recognisable within the corporate design. A pool of trainers provides information for educational institutions regarding the selection of further trainers and quality standards of trainings. A first certified training focuses for example on “klima:aktiv master-builders”.

8 Main criteria for klima:aktiv buildings
comfortable energy efficient (k:a house: 45 kWh/a/ k:a passive house: 15 kWh/a thermal heat demand; no fossil fuels, ventilation system as a standard) ecological Further criteria see klima:aktiv in the building sector: klima:aktiv houses stand for ecological new buildings with passive-house technology. The main criterias for k:a buildings: comfortable, energy efficient, ecological

9 Austrian government adopts the klima:aktiv house standard
klima:aktiv expands Austrian government adopts the klima:aktiv house standard bank offers better credit conditions for klima:aktiv houses testing living in a klima:aktiv house for a few days Austrian government programm: 50% of new buildings have to be buillt in „klima:aktiv house standard“ From 2015: housing subsidies (Wohnbauförderung) only for houses built in the „klima:aktiv house standard“ klima:aktiv credit: BAWAG/PSK testing living in a klima:aktiv house for a few days: Sonnenplatz Großschönau

10 Renovation programmes
modernisation of large apartment buildings private service buildings supports private property managers in developing tailored solutions for technical and financial renovation problems state-owned buildings supports the renovation of buildings used by public authorities wohnmodern- large apartment buildings ecofacility- private service buildings: This programme aims at increasing both the quantity and the quality of renovations in private service buildings and, as a consequence, permanently reducing operating expenses. bundesgebäudecontracting- state owned buildings

11 Benefits The initiative klima:aktiv aims to boost significantly the use of environmental technologies and services. Investments in environmental know-how is the basis of future success! In order to promote a widespread use of a selected technology, a system, a product or a service we recognise that the involvement of skilled multipliers is essential. It duplicates the success of the initiative. This involvement builds on awareness raising and targeted training. 12 Conclusion multipliers follow training programmes multipliers change consumer behaviour consumers demand for higher quality more demand means an increasing market share of climate friendly products and services ____________________________________________________ -> overall benefit and win-win-situations for enterprises and the environment in the sense of ETAP! Abfolge der Markttransformation! Anmerkung zu Punkt 1: multipliers follow training programmes because the expect higher turn over!!!
