NCP 23rd October 2002 Introduction For NCPs the clear priority is now to prepare the constituency Preparing the constituency is a real challenge as IST in FP6 is profoundly different from IST in 5th:- -in terms of ambition -focus -and implementation mechanisms (3 out of 6 instruments) Happily there is continuity as well -People (familiar faces on our side and yours) -Well established constituencies (at least in some areas) -Some implementation mechanisms Awareness is increasing but maximum effort needs to be made on all sides before the first call

NCP 23rd October 2002 IST in FP6: Workprogramme 2003/4 Much more detail will be given during the day but remember above all:- 2 Year Workprogramme -Focused on a limited set of Strategic Objectives -Further focused on work that must be done at European level -Better leveraging of MS and private efforts Strategic Objectives selected so as to -Reinforce European Strengths -Exploit new opportunities -Ensure co-evolution of technologies and applications

NCP 23rd October 2002 Budget allocation 80% of budget pre-allocated 20 % flexible, to be allocated after evaluation Five groups of objectives -Strengthening leadership Marked increase (~27%) -Seizing opportunitiesSubstantial increase (~45%) -Applied ResearchSame level -InfrastructuresFollowing decision -FETFollowing commitment Allocation only for the first two years: To be revised for 2005- 2006 ~2/3 of budget on new instruments (all together not per objective)
