Workshop INSPIRE as engine for regional innovation and growth

Edinburgh, 28th June 2011 Interoperability and open data as economic potential The case of Sardinia SDI REGION OF SARDINIA (ITALY) LOCAL AUTHORITY FOR MUNICIPALITIES, FINANCES AND URBAN PLANNING DEPT. FOR THE REGIONAL SPATIAL DATA INFRASTRUCTURE

3 Edinburgh, 28th June 2011 Interoperability and open data as economic potential. The case of Sardinia SDI Region of Sardinia: the context Territorial extent: around 400.000 sqm Population: 1.500.000 Income: 14.000 /y procapita (below national average) Main economic resources: tourism, local production of food and wine

4 Edinburgh, 28th June 2011 Interoperability and open data as economic potential. The case of Sardinia SDI Sardinia SDI: SITR-IDT Developed since 2005 according to the INSPIRE principles of data and services sharing and interoperability How does SITR-IDT achieves interoperability: Metadata INSPIRE network services with standard protocols Open data

5 Edinburgh, 28th June 2011 Interoperability and open data as economic potential. The case of Sardinia SDI Network services: key role for interoperability SPATIAL DATA ? WHICH DATA? ? HOW IS DATA? View Cartographic navigators OK DATA IS SUITABLE Download Save data on local pc SPATIAL DATA DATA ELABORATION Transformation CRS conversion Web app for CRS conversion Data catalogue: metadata Discovery

6 Edinburgh, 28th June 2011 Interoperability and open data as economic potential. The case of Sardinia SDI Sardinia Region geoportal http://www.sardegnageoportale.it Network Services: -Discovery: data catalogue -View: cartographic navigators + OGC-WMS -Download: data download + OGC-WFS -Transformation: Coordinate Reference System conversion Metadata: -INSPIRE profile -ISO 19115 and ISO 19119 for data and services -ISO 19110 for Feature Catalogue

7 Edinburgh, 28th June 2011 Interoperability and open data as economic potential. The case of Sardinia SDI Open data: legislative references INSPIRE strong points: establishes the adotpion of standard web services; sets out principles of data sharing and availability INSPIRE weak point: never expressely mentions the need of opening data But other recent european legislative acts set out the need of making data open and available with clear licensing: Directive 2003/98/EC on PSI reuse Digital Agenda for Europe

8 Edinburgh, 28th June 2011 Interoperability and open data as economic potential. The case of Sardinia SDI SITR-IDT open data licensing Every user can: -freely access, use, reproduce, distribute and modify data, also for commercial purposes; -freely use, reproduce and distribute derived data, also for commercial purposes; -a fee can be required only for data elaborations: data direct resell is not allowed; - the Region of Sardinia must be always quoted as original data creator; -the same open conditions must be applied to all original and derived data Same principles of a GNU-GPL license: virality of open conditions Similar to an ODbL license

9 Edinburgh, 28th June 2011 Interoperability and open data as economic potential. The case of Sardinia SDI Economic benefits of an interoperable SDI The initial investment is known: ca. 10 Mio The economic return is unknown What we can estimate: Number of access to the geoportal: ca. 200/d Requests of data Requests of network services troubleshootings

10 Edinburgh, 28th June 2011 Interoperability and open data as economic potential. The case of Sardinia SDI SITR-IDT: Main users categories SITR-IDT UNIQUE-DB WEB USERS PUBLIC ADMINISTRATIONS COMPANIES AND PROFESSIONALS DATA METADATA FEATURE CATALOGUE INSPIRE SERVICES & APPLICATIONS

11 Edinburgh, 28th June 2011 Interoperability and open data as economic potential. The case of Sardinia SDI Web users category Private citizens and common web users: Touristic information Mash-up application that in 4 steps and a copy and paste allows to integrate the cartographic navigator into any website

12 Edinburgh, 28th June 2011 Interoperability and open data as economic potential. The case of Sardinia SDI Public Administrations category Local Municipalities and other regional departments: Access to the official and up-to-date regional territorial data Can customize the cartographic navigators to their purposes

13 Edinburgh, 28th June 2011 Interoperability and open data as economic potential. The case of Sardinia SDI Companies and professionals category Work with spatial data and get income from that: Download data and use them for elaborations Use the OGC-WMS and WFS services as a basis for data use How much they gain from this?

14 Edinburgh, 28th June 2011 Interoperability and open data as economic potential. The case of Sardinia SDI Issues to face Scarce knowledge of the SITR-IDT services and of what is nowadays available, mostly by the larger local municipalities and regional offices Sometimes a surprising knowledge of the SDI by small professionals or citizens Conclusive question: maybe the need of having spatial data and services in a scarce economic capability makes users more interested and more willing to use the existing services, with consequent possibility for the regional PA of improving them and optimizing the investment.

15 Edinburgh, 28th June 2011 Interoperability and open data as economic potential. The case of Sardinia SDI Thank you for your attention! www.sardegnageoportale.it mbeneventi@sardegnait.it lmanigas@regione.sardegna.it
