3 RCA Regional Office 3 I. Backgrounds The 38 th GCM decided that MOH data would be migrated to and managed by the RCARO website. MOH data has been incorporated with RCARO website with restricted access as before since April 2010. The 32 nd NRM recommended RCARO to make a proposal on the degree of the public access on the migrated data from MOH.

Case Study - Guidelines on Privacy and Information Guidelines on privacy and information were surveyed in case of international organization such as OECD, EU, UNDP, IAEA, and FNCA. Personal data OECD/EU : Name, telephone number, photo. But sensitive data(race, ethnic origin, political opinions, religion, health data, sexual preference) can not be processed. FNCA : name, organization, expertise. UNDP : only e-mail address available IAEA : available for only liaison officer Project information and meeting data FNCA : project summary in fact sheet type, project website, final conclusion available for meeting data UNDP : no membership, project data base available by region and thematic areas with project information(fact sheet) IAEA-TCAP: new website open since June 2010. project and meeting information available

12 RCA Regional Office 12 MOH and Old MOH were surveyed in brief. –Most of data are the past documents and meeting reports or work results for project, meeting, workshop, training course, etc., and most of these information could be open except some sensitive materials and documents. –This survey is superficial. So in preparing the guideline for degree of public access to MOH data, more in-depth reviews and discussion are indispensable one by one from the points of views of various aspects and recommended guideline could be applicable for RCA homepage afterwards. Political and security –Specific names of experts are appeared in the meeting reports. Discussion may need to avoid personal disadvantages after disclosure to general public. –Information for radioactive materials and equipments and facilities of radiation generation, such as storage places and facilities, research activities, treating personal data were included. Checking needed from the drafting stage. III. Case Study – MOH(8)

13 RCA Regional Office 13 Intellectual property –Technical reports and final project reports contain the experimental data or technical information. –Ownership of these intellectual properties should be discussed from the legal aspects how to deal in using other regional projects or in case of utilization by national projects after disclosure of these information. Personal data –Name, organization, telephone, Fax, photo, and e-mail address are included in the most of participation lists. –Discussion is required how level could be opened. More in-depth reviews and discussion are indispensable. –This survey is superficial and limited, and was not reviewed in detail due to limited time and manpower available. –So in preparing the guideline for degree of public access to MOH data, more in-depth reviews and discussion are indispensable one by one from the points of views of various aspects and recommended guideline could be applicable for RCA homepage afterwards. Proposal - Degree of Public Access(1) Personal data –Name, Organization, title or expertise, e-mail address –Photo could be considered for only members permitted. –Expert names appeared in information data should be considered. Policy and Program Information data –Open in principle, but limited for sensitive documents, meeting reports and data. –Disclosure items and timing for previous information could be decided by RCA and FP and NRs. Project and Meeting Report/Information –Open in principle, but limited for sensitive documents, meeting reports and data. –Disclosure items and timing for previous information could be decided by RCA-FP, NRs and PLCC. Country profiles, regional profile, presentation, publications, others –To be open

Proposal - Degree of Public Access(2) For members only –To be strictly limited. –Sensitive information which may cause issues for examples, in politics, intellectual property and privacy Negative List should be positively considered in order to maximize the utilization of data of end users –“Fact Sheet” may be needed to make open to public for project or programme information data Classification and selection of MOH data to keep limiting public access, and approaching strategies for disclosing timing and procedures of MOH data open to public –Discussion on this issues may be required how to deal these issues as well as establishing expert team, ad hoc. –Recommended guidelines could be applicable for RCA homepage afterwards.
