9 9 The German Science Council (Wissenschaftsrat) The Wissenschaftsrat (WR) advises the Federal Government and the state (Länder) governments. Its tasks are: - Recommendations on the development of higher education institutions, science and the research sector - Considerations concerning quantitative and financial effects The WR was asked in 2000 by the federal and state governments to review TESLA and 7 other proposals for large infrastructure facilities Statement by the WR (July 2002) : http://www.wissenschaftsrat.de/texte/5385-02.pdf Function

10 10 Theses by the WR on the significance of large-scale facilities for basic scientific research -Basic scientific research plays a key role in shaping the future worldwide -The opening-up or development of totally new areas of research is closely related to the availability of specific new facilities -Large-scale facilities must represent the distilled core of national and international research collaboration and scientific networks -One essential task to be fulfilled in the operation of large-scale facilities is that of linking high-ranking scientific research closely with the training of junior scientists and including them in international research collaboration -With large-scale facilities there must be long term scientific visions, and the prerequisites for technical innovations must be given -The facilities should be set up as research establishments organised under an umbrella of multinational European or international sponsorship and should be open to a broad international usership -Large-scale facilities must be centrally incorporated into the strategic planning and research programme of the institution(s) in charge and must be a core element of the spectrum of tasks

11 11 WR-Statements concerning the X-FEL The high luminosity and time resolution of the X-FEL promises a new quality of experiments for many areas of research in the natural, life, material and geo-sciences. Due to the high coherence of the photon radiation it will be possible for the first time to extensively analyse the structural and dynamic properties of matter. … … use of the TTF has led to key theoretical and experimental developments as well as sweeping technological innovations, a trend that is expected to continue in the future. The Science Council requests the Federal Government to give its binding consent to German participation in the TESLA X-FEL project as soon as possible after the revised project proposal has been submitted

12 12 The X-FEL TDR: Collider and FEL use jointly the first section of the SC linac Following the recommendation by the WR, the planning is based on separate linac for X-FEL, using same technology New proposal submitted for meeting of the WR this week

13 13 WR-Statement concerning the LC The Science Council believes that an enormous amount of knowledge about fundamental questions concerning the micro- and macrocosmos will be gained from the scientific questions that will be examined using the TESLA linear collider. … The general feasibility of superconducting accelerator technology was convincingly demonstrated by the test accelerator (TTF) installed at DESY. … The Science Council requests the Federal Government to give its binding consent to German participation in the project as soon as possible after the project proposal has been submitted with specific details concerning international funding and international cooperation. 14 14 Next Steps The statement is the final vote on each initiative The WR regards the funding of facilities of this size as continuous process Thus it considers the statement to be the basis for further necessary discussions on support The WR will submit concrete recommendations on the priorities for implementation, which are based on the present statement and which take into account the subsequent science policy debate on the goals and funding of the facilities Scientific recommendations in a few months Political decisions expected in 2003
