Why do we need it? Political commitment: Preparation of Information Society Development Strategy for 2010-2015 is mentioned in the Program of the Government of the Republic of Lithuania; Ambitious plans: A Digital Agenda for Europe – Communication from the Commission to the European Parliament, the Council, the European economic and social Committee and the Committee of the Regions (26.8.2010); We invest a lot, what are the objectives? Information Society Development Strategy vision and strategic objective Vision: all Lithuanian population via ICT have an opportunity to perform various economic, social and cultural activities: education, training, retraining, receive, create and provide services, communicate, entertain, express freely their views and others. For many Lithuanian citizens computer and internet use has become a daily phenomenon, but still there are citizens groups, which do not use computers or the internet, or use it not sufficiently. In many cases, limited use of computer and internet is determined by the lack of computer literacy skills, which are needed not only for employment opportunities, but also, for learning, creating and participating in the society with confidence and ability to use ICTs. Competence of the ICT use What we seek for? Objective – to set pre-conditions and motivate Lithuanian population to gain knowledge and skills necessary for successful use of ICT. Particular attention will be given to: elderly people, residents of rural areas, people with low incomes (the unemployed), also disabled. Until 2015 in Lithuania we seek for: –Not less than 79 per cent of citizens will use computers; –Not less than 75 per cent of citizens will use internet constantly; –Not more than 15 per cent of citizens who do not use internet; –Not less than 8 per cent of citizens have had participated in distance learning courses. E-content Why is it important? Necessary and relevant e-content is an important prerequisite to encourage people to become active users of ICT. By creating e-content we seek to ensure that use of e-content for the population would be safe, convenient and available in Lithuanian language. E-content What we seek for? 1 st Objective – to improve electronic public and administrative services for citizens and business and to ensure interoperability of such services. Until 2015 in Lithuania we seek for: –Not less than 90 per cent of basic public services provided electronically (full online availability); –Not less than 50 per cent of citizens will be using public electronic services; –Not less than 50 per cent of citizens will be searching for health care information online or using e-Health services. E-content What we seek for? 2 nd Objective – to develop e-Democracy opportunities. We seek that in Lithuania by 2015 will be not less than 10 per cent of citizens accessing draft legislation online. Who are we? within first half of 2010 about 175 thousand unique users visited Legislative Information System Project – a web search system that allows to get acquainted with the draft of the legislation. E-content What we seek for? 3 rd Objective – to foster Lithuanian culture an Lithuanian language through ICT. Until 2015 in Lithuania we seek for: –Not less than 15 per cent of citizens will be using Lithuanian cultural heritage related e-services; –Not less than 20 per cent of citizens will be using Lithuanian language related e-services. Who are we? E-content What we seek for? 4 th Objective – Encourage the development of e-business Until 2015 in Lithuania we seek for: - Not less than 40 per cent of citizens will be buying or ordering goods or services online; - Not less than 50 per cent of enterprises will be buying or ordering goods or services online, and more than 45 per cent of enterprises will be selling online; - Not less than 20 per cent of enterprises will be using enterprise resource planning systems, and 30 per cent of enterprises will be using customer relationship management systems. ICT infrastructure Why is it important? Well developed ICT infrastructure is necessary for population, it enables to use given Information society opportunities. In the future economic, social and other activities is unimaginable without the Internet. Lithuania must have widely available and competitively priced broadband Internet access. ICT infrastructure What we seek for? 1 st Objective – to ensure geographically equivalent broadband infrastructure development in the whole country and to promote the use of electronic communications services. Until 2015 in Lithuania we seek for: - Not less than 98 per cent of Lithuanian residents will have an opportunity to access broadband networks; - Not less than 70 per cent of households will be using broadband connection; - Not less than 95 per cent of companies will be using broadband connection. ICT infrastructure Who are we? Over 300 thousand identity cards issued, but there is a lack of the use of personal identification in electronic space Safety and trust In 2009 7.4 per cent of respondents claimed that they partly or completely dont trust in security of e-communication with the public authorities (source: TNS Gallup) The draft of Lithuanian information society development strategy for 2010-2015

ICT infrastructure What we seek? 2 nd Objective – to ensure trust and safety of electronic space. To increase population and enterprises confidence in electronic space. Until 2015 in Lithuania we seek for: - Not be less than 15 per cent of citizens that are using identity cards for personal identification in electronic space; - all state and municipal institutions will be using electronic documents; - Not more than 1 per cent of citizens who do not trust in security of electronic communication with the public authorities.
