3. European Commission - DG ENV.A.5 Current Situation Seveso II Operators of establishments covered by Articles 6 and 9 (so called upper tier establishments) need to establish a Safety Report. The Seveso II Directive had to be transposed not later than 3 February 1999. The specific deadline for sending safety reports was 3 February 2001, for establishments not previously covered by Seveso I 3 February 2002.
