Information and communicationDirectorate general for Energy and Transport Saving 20,000 lives on our roads The European Road Safety Action Programme A shared responsibility

Information and communicationDirectorate general for Energy and Transport2 EUR-15, 1970-2000

Information and communicationDirectorate general for Energy and Transport3 However: l Curve flattening out l Social need for mobility vs safety Traffic tripled 1970-2000 and will continue to rise l Some 40 000 persons killed & 1.7 million injured / year (EUR-15) – 50 000 fatalities in EUR-25 l 160 billion / year cost to society (EUR-15) l A shared responsibility (road user /private sector / Region / Member State / EU) l Community added value if action taken at EU level

Information and communicationDirectorate general for Energy and Transport (After environment, where significant progress has already been accomplished) Road Safety is the major societal issue for this decade

Information and communicationDirectorate general for Energy and Transport5 The European Road Safety Action Plan l The problem l Objective l EU-Instruments l Actions in all domains l The Road Safety Observatory l The Road Safety Charter

Information and communicationDirectorate general for Energy and Transport6 The EU 50% reduction target l A political commitment l No burden sharing amongst Member States l Each Member State should strive to perform at least as well as the best- performing ones l No contradiction between Vision Zero and Objective –50% l Monitoring Road safety performance indicators l Reporting

Information and communicationDirectorate general for Energy and Transport7 The EU instruments l Legislation (only when necessary) l Best practice guidelines Technical guidelines accepted by experts drafted by professionals for the use of professionals l Research and development Studies Framework programme research l Financial support l Road accident data and information

Information and communicationDirectorate general for Energy and Transport8 Domains of action l User behaviour Enforcement Campaigns Driving licences l Vehicle safety Technical inspection Passive and active safety l Infrastructure safety l Professional transport l Accidentology

Information and communicationDirectorate general for Energy and Transport9 Road safety enforcement l Proposal for generic enforcement in the field of road safety Speeding, drunk driving, seatbelt wearing l Proposal for controls on working and resting times or professional drivers l Best practice guideline for police checks l Awareness campaigns EuroBOB, vulnerable road users Upcoming seatbelt wearing campaign

Information and communicationDirectorate general for Energy and Transport10 Driving licences l 3 rd Driving licence directive under consideration Anti-fraud measures Further harmonisation of categories Progressive access for motorcycles Requirements for driving examiners l Work on fitness to drive Annex III: eyesight, diabetes, epilepsy l Driving licence information system RESPER, a project in the context of IDA (Interchange of Data between Administrations)

Information and communicationDirectorate general for Energy and Transport11 Technical inspection l First cycle of legislation completed l Study to examine the way forward Incremental modifications, for example: l Frequency of inspection with age of vehicle l Inspection after accident l Motorcycle inspection Inspection of electronic systems Alternative ways of quality l In particular for commercial transport l Accession to the UN/ECE 1997 Agreement

Information and communicationDirectorate general for Energy and Transport12 Passive vehicle safety l Continuing support for EuroNCAP And strengthening of the relevant type approval directives l Crash compatibility research between vehicles of different types l Pedestrian-friendly car fronts l Incite the automobile industry to introduce seatbelt reminders

Information and communicationDirectorate general for Energy and Transport13 Active vehicle safety l Information and communication systems for intelligent vehicles, the e-Safety initiative Public-private partnership involving the automobile, communications and other sectors l Regulatory action or self-commitment necessary for systems with weak business case Daytime running lights Intelligent speed management Impairment detection devices Accident data recorders Electronic vehicle identification

Information and communicationDirectorate general for Energy and Transport14 Galileo l Europes new satellite positioning system l Offers increased accuracy and l Guaranteed level of service l A host of new possibilities by accurate positioning l Will enable active safety systems to take collision avoidance action l Accurate positioning essential for e-Call

Information and communicationDirectorate general for Energy and Transport15 Safety of road infrastructure l Regulatory action necessary on: Management of high-accident risk road stretches (black spots) Road safety audits Road safety impact assessment Road inspection l Best practice guidelines on above issues l Tunnel safety Proposal accepted in principle by all Member States l Support for the EuroRAP project

Information and communicationDirectorate general for Energy and Transport16 Professional driving and commercial transport l Directive on training of professional drivers published l Discussion on working and resting times proposal continues l Introduction of digital tachograph l Best practice guideline on securing of loads on trucks l Upcoming study on impact on safety of light vans and company vehicles

Information and communicationDirectorate general for Energy and Transport17 The EU Road Safety Observatory l Mission: Collect, analyse and disseminate road safety data and knowledge l A light form of a road safety agency l Internal Commission structure

Information and communicationDirectorate general for Energy and Transport18 Observatory Components l Accident circumstances The present CARE road accident database l Accident causes Framework for independent accident investigation l Accident consequences The present PENDANT research project l Risk exposure data l Road safety performance indicators l Knowledge Results of research and studies

Information and communicationDirectorate general for Energy and Transport19 The Road Safety Charter l The extension of the shared responsibility concept to civil society l Signatories commit themselves to concrete and measurable actions l Commission creates awareness and makes commitments public Logo Awards Presentations Reports and newsletters

Information and communicationDirectorate general for Energy and Transport20 A European Road Safety Charter Commission proposes that everyone with Authority, decision-making powers, or acting in an economic, social or representative function should give a solemn undertaking and subscribe to a European Road Safety Charter.
