4 Context Professional Skills for Government – recognised need to improve the levels of professional capacity and skills across the UK Civil Service A professional approach to IT to counter: Perception of continued IT failure Difficulty in recruiting and retaining the experience that we need

5 The main elements of the UK Professional Skills for Government initiative are: Leadership requirements for everyone approaching and in Senior Civil Service Core Skills for everyone approaching and in Senior Civil Service Job-related Professional Expertise including new requirements for Operational Delivery Policy Delivery Professions General requirement for broader experience e-Government Unit

6 Core Skills applicable to ALL Grade 7s and SCS e-Government Unit CORE SKILLS Grade 7SCS PB1SCS PB3 People Management Financial Management Project and Programme Management Analysis and Use of Evidence Strategic Thinking Communications and Marketing

8 Our aim... Recognise a government-wide IT Profession up to and including board level and provide IT Professionals with the opportunity to reach the highest levels of the Public Service

9 eGU Objectives in developing skills Qualify what it means to be an UK public sector IT Professional by Defining key competencies Aligning skills, training and experience to those competencies to aid personal development and understand key competency gaps Support the establishment of a clear culture and identity for IT professionals Facilitate career development support and mentoring Provide guidance on development opportunities e-Government Unit

10 UK Government IT Profession – Scope In house government IT professionals (includes Information Assurance & Information Management) Central & Local government Define competencies and align skills, training guidelines to competencies Outline career progression wider than e-skills or e-delivery The eGU programme defines the skills needed by public sector IT Professionals to initiate, deliver and manage large scale IT-enabled change programmes such as new services to the citizen, more efficient back office working, cross-departmental programmes developing information sharing and joined up services) e-Government Unit
