1 London EUG, 15th September 2015 The work of Valencia Local Police: Validation of technical solutions to tackle metal theft José L. Diego proyectosplv@valencia.es

GOALS To find effective tools to tackle metal theft To find viable technical solutions To involve relevant affected stakeholders To carry out pilot experiences in different fields To assess the reliability of the tools To draw conclusions on the use of tools

SELECTED TOOLS

TESTING The tested technical solutions were selected by those affected stakeholders willing to carry out pilot testings. Despite other tools were studied (e.g. physical protection), stakeholders didn´t selected them to be tested.

AFFECTED FIELDS Farming: watering engines Water infrastructures: pumps, treatment plants Telecommunications: phone cable Energy: infrastructures of electricity companies Streetlight Railways Scrap metal dealers Cultural heritage: Church artistic heritage

STAKEHOLDERS Telefonica Valencia Water Service Valencia Streetlights Farmers Associations Adif Railways Iberdrola Endesa Etc

SECURITY Prevention: Early detection and noiseless alarm vs Reaction: Marking for forensics and deterrence

CONNECTION TO POLICE Integration of the alarm system in police systems vs Access to DNA databases

IMPACT FOR POLICE  Benefits: Immediate detection of attacks High deterrence Enhancement of forensic capabilities

 Difficulties: False alarms Exact address of alarms Forensics with DNA under Spanish Law IMPACT FOR POLICE

Telefonica is one of the largest telecommunications companies in the world in terms of market capitalisation and number of customers. Pilot testing with Wire-watch

System was installed in one of the hot spots of the city in terms of cable theft rate. Monitoring and detection of other assets and sensors is a key added value of the system.

Wire-watch system:

 Conclusions: Easy equipment´s calibration Cut detection in any kind of infrastructure Exact location of the cut (length of cable) No interfereces with other telcom services Very accurate measurements

 Conclusions: Very accurate monitoring of systems Alarm centre can be located in Telefonica Wide integration options and flexibility Easy installation

 Isolated facilities: Water treatment plant Water pumps Pilot testing with Wire-watch

 Conclusions: Enhancement of control & monitoring abilities Protocols to distinguish technical/theft alarms Protection of additional facilities and sensors Dissemination & Deterrence: https://youtu.be/m1fFSalhzyI
