6 HPBA POSITION HPBA POSITION –ALL HEATERS SHOULD BE INCLUDED – FIREPLACES ARE NOT HEATERS AND SHOULD NOT BE INCLUDED Fireplaces would first have to be listed as an additional source category under CAA Section 111(b).
