Bode, Sercretary General DAAD, December 1st, 2009, Istanbul DAAD Boards: the General Assembly llllllllllllllllllllllllllllllllllllllllllllllllllllllllll The general assembly decides in all matters of the organization unless the statutes determine another board as being in charge. Participants of the general assembly entitled to vote are: all universities, 36 universities of applied sciences, 6 specialized universities (of pedagogy, art, music, philosophy/theology, confession, other field) and their student bodies. Each university has two votes cast by the rector or his deputy. The student bodies of the universities entitled to vote have one vote each. The general assembly elects the executive body and two members of the advisory board. The general assembly has a quorum if at least half of the total number of votes is represented.

Bode, Sercretary General DAAD, December 1st, 2009, Istanbul DAAD Boards: the Advisory Board llllllllllllllllllllllllllllllllllllllllllllllllllllllllll The advisory board gives advice to the executive board and is entitled to file petitions and claims in the general assembly. The advisory board finalizes the budget and verifies the annual accounts. The members of the advisory board are nominated or elected. Nominated members (27) are: 1 representative of each of the German ministries: Foreign, Interior, Education and Research, Economic Cooperation and Development, Labor and Social Affairs, Economy, Culture; 3 politicians nominated by the Conference of Ministers of Culture (KMK), 5 professors nominated by the Conference of University Rectors (HRK), 3 students of member universities, 1 representative of each of the following academic or educational institutions: AvH, DFG, DSW, German UNESCO Commission, Goethe-Institut, Hochschulverband, Stifterverband für die Deutsche Wissenschaft, Studienstiftung des Deutschen Volkes, Deutscher Verband Technisch-Wissenschaftlicher Vereine von Inter Nationes The general assembly elects two more representatives. The terms of office are 4 years (student representatives 2 years). The executive board and the secretary general participate in the meetings of the advisory board without the right to vote. The president takes the chair.

Bode, Sercretary General DAAD, December 1st, 2009, Istanbul DAAD Boards: the Executive Board llllllllllllllllllllllllllllllllllllllllllllllllllllllllll The executive board consists of 15 members: president, vice-president, 9 personalities experienced in foreign relations, 1 representative of the Funding Organization of German Science (Stifterverband) und 3 student representatives. The students are nominated by the student representatives of the general assembly. The other members of the executive board are nominated by the advisory board. All members of the executive board are elected by the general assembly. The term of office is 4 years (for students 2 years). The president is chairman of all boards. The executive board passes its resolutions by majority. Each member of the executive board has 1 vote. In the event of a tied vote the president has the casting vote.

The secretary general leads the running business. The secretary general represents the organization in court and out of court. The organization is serving exclusively and directly non-profit- purposes and is therefore entitled to tax relief. It serves the cultivation of academic relations to foreign countries, fosters spiritually as well as financially the exchange of researchers and students and supports the activities of German universities serving the same purposes. Full members of the organization are universities which joined the University Rectors´ Conference (HRK) and their student bodies. The employees of the DAAD are employed and paid according to the principles of the public sector.
