3 General International aviation accident and incident investigations are governed by the provisions of Annex 13 to the Convention on International Civil Aviation, referred to as the “Chicago Convention”

4 General The Chicago Convention is administered by the International Civil Aviation Organization (ICAO) located in Montreal, Canada

5 General Annex 13, Aircraft Accident and Incident Investigation, contains the standards and recommended practices to be followed by all ICAO-Member States for notifications, investigations, and reporting of accidents and serious incidents

6 General The NTSB attempts to comply with all standards and recommended practices of Annex 13. 8 Responsibilities  Institute and conduct the investigation, or delegate all or part of it to the states of registry, operator, design, or manufacture

9 Responsibilities  Complete the report of the investigation and solicit comments on the final draft report from participating states

10 Responsibilities  Direct safety recommendations to the investigative authorities of interested states

11 Responsibilities  State of Registry shall institute and conduct the necessary investigation of accidents and serious incidents for which the location is outside the territory of any state (international waters)

13 If a non-U.S. registered, operated, designed, or manufactured aircraft is involved in an accident in the U.S.: U.S. Investigations--NTSB Policies and Practices

14  The respective foreign government accident investigative authority(ies) are notified and invited to appoint an accredited representative U.S. Investigations--NTSB Policies and Practices

15  If the foreign country has an independent accident investigation authority, the regulatory authority can participate as an advisor to the accredited representative U.S. Investigations--NTSB Policies and Practices

16  The airline operator and the aircraft and engine manufacturers’ technical representatives are designated as advisors to, and remain under the control of, the accredited representative U.S. Investigations--NTSB Policies and Practices

17 The Accredited Representative is entitled to participate fully in the investigation under control of the investigator in charge.
