3. General International aviation accident and incident investigations are governed by the provisions of Annex 13 to the Convention on International Civil Aviation, referred to as the “Chicago Convention”

4. General The Chicago Convention is administered by the International Civil Aviation Organization (ICAO) located in Montreal, Canada

5. General Annex 13, Aircraft Accident and Incident Investigation, contains the standards and recommended practices to be followed by all ICAO-Member States for notifications, investigations, and reporting of accidents and serious incidents

13. If a non-U.S. registered, operated, designed, or manufactured aircraft is involved in an accident in the U.S.: U.S. Investigations--NTSB Policies and Practices

14.  The respective foreign government accident investigative authority(ies) are notified and invited to appoint an accredited representative U.S. Investigations--NTSB Policies and Practices

15.  If the foreign country has an independent accident investigation authority, the regulatory authority can participate as an advisor to the accredited representative U.S. Investigations--NTSB Policies and Practices

16.  The airline operator and the aircraft and engine manufacturers’ technical representatives are designated as advisors to, and remain under the control of, the accredited representative U.S. Investigations--NTSB Policies and Practices

17. The Accredited Representative is entitled to participate fully in the investigation under control of the investigator in charge.
