Central stock managers can receive urgent stock-related messages at any time, and send broadcast messages to sites at the periphery. Patient Lab Results Enables rapid access of patient-specific results of CD4 by caregivers in remote health facilities. Critical Indicator Tracking Regularly collect the government’s critical indicators for monitoring and management of HIV/AIDS clinical care and treatment programs. Management Dashboard A national “data dashboard” that integrates data across multiple sources (standalone applications, TRACnet, and paper reports) – to provide an integrated national view of the HIV/AIDS programs. GIS Mapping A web-based geographic information system (GIS) interface that displays health facilities offering HIV/AIDS services and ARV drug shortages and/or stock-outs. 9 9 Results Coverage Deployed in all 84 health facilities offering ART in Rwanda, accounting for 100% of all ART patients in Rwanda (18,000). Currently, the system has baseline patient data on 5000 individuals. Seven health facilities are using the system to retrieve lab results (CD4 Count). Trained Personnel Over 400 users have been trained and are using the system to submit monthly program indicator reports and weekly consumables (drug) reports. Access Most users (90%) access the system via the toll-free telephone interface, thereby minimizing infrastructure-linked constraints (unreliable power supply, poor or non-existent internet connection), as well the cost of accessing the internet. User Adoption Anecdotal evidence has shown that most health facility personnel own mobile phones, and that those who have a phone, and are accustomed to using text messaging features, demonstrate an ease of use after 15-30 minutes of training. 10 10 Lessons Learned  Visibility and Transparency TRACnet has introduced new information flows between health facilities and central levels, which has increased the level of accountability of various actors.  Flexibility and Scalability The flexible nature of the Voxiva platform (the ability to use an appropriate interface for available technology) creates a scalable solution. Some users can use the internet, and those who don't can use the phone. Thus, the system is well-suited to resource-constrained environments.  Existing Infrastructure The high penetration rates of cellular phone is eases the deployment of this technology. Users who own phones feel comfortable with the system after 10-15 minutes of use. Solution and Key Capabilities Lessons Learned
