Benchmark: Definition (GPA) We define benchmark in principle as data that are – reached by a certain number of communes in reality, – in a process of fulfilling the tasks complete and obeying the legal regulations – the result of a steering approach that is target-oriented and worth to be copied (processes, structures, methods).
