3 Foreign Policy Q: What about Rwanda, where 600,000 people died in 1994. Was that a mistake not to intervene? BUSH: I think the administration did the right thing in that case. I do. It was a horrible situation. No one liked to see it on our TV screens, but it’s a case where we need to make sure we’ve got an early warning system in places where there could be an ethnic cleansing and genocide the way we saw it there in Rwanda. And that’s a case were we need to use our influence to have countries in Africa come together and help deal with the situation. The administration made the right decision on training Nigerian troops for situations just such as this in Rwanda. And so I thought they made the right decision not to send U.S. troops into Rwanda. He thought that it was not our responsibility or it would not be safe to get involved since the problem was confined to Rwanda. The biggest contribution America made was to train Nigerian troops to fight for themselves. “I believe that it is not America’s responsibility to intervene in other countries’ affairs. Unless the situation involves America directly, we should avoid involvement to prevent possible conflicts. We will support our allies, but strive to avoid confrontation unless it is necessary.” –Wagner, 2006

The 50 million Americans that are currently without insurance would be insured adequate coverage through this system. By adopting a government-run healthcare system, the United States might be able to make reasonable healthcare available to every citizen.” – Wagner, 2006

6 Civil Rights “I don’t think you should support the death penalty to seek revenge. I don’t think that’s right. I think the reason to support the death penalty is because it saves other people’s lives.” -Bush on the Death Penalty (Source: St. Louis debate Oct 17, 2000) Bush believes that the death penalty is appropriate for offenders who have committed violent crimes and are a danger to society if released. He thinks that the death penalty is not avenging the murders, but is used only to protect society from the criminals. “I believe that there are more productive ways to deal with criminals than to kill them. If we are punishing an offender for murder, why do we have the right to commit the same crime? Lifetime imprisonment is a harsher punishment than death anyway. Violence is not the proper technique for fighting violence; harsh imprisonment without bail is.” –Wagner, 2006
