5 INTERNATIONAL INNOVATION AND TECHNOLOGY CENTER As part of the visit to Bavaria of the Governor of Saint Petersburg Valentina I. Matvienko, an agreement on establishing an International Innovation and Technology Center was signed. The initiators of this agreement are: IMC/HM International Project Management Institute of regional innovation systems Russian-German Polymer Institute. The key investors of the project are: Technischer Überwachungsverein Bayern Süd (TÜV Süd) (World Certification Leader) World Trade Center (WTC) Siemens Daimler AG Erlangen AG – Germany Industrial Parks Network CATELLA Investment Group The partners of the project are: Bavaria Government Deutsches Ost Forum (German-East Forum) Technische Universität München (Munich Technical University)

6 INTERNATIONAL INNOVATION PROJECTS ENGINEERING POLYMER CENTER In November, 2007 the Engineering Polymer Center was opened - it is a joint project of OJSC Russian Railways, SPbSU, LLC IP, SKZ GmbH (Wurzburg, Germany). Goals of the Project: gathering, analysis and systematization of information concerning development and implementation of modern constructive polymer materials in world practice; holding science-practical conferences on the facilities of constructional polymer materials and new technologies of recycling them; development of innovative technologies for creating and recycling construction polymers, creation of new pilot batches and their implementation. Russian-German Institute of Polymers conducts R&Ds for the Russian Railways in co- operation with Saint Petersburg State University and the leading Universities of the city.

7 THE CENTER FOR DYNAMIC TESTS The testing site – joint project of Lengiprotrans and Mekhanobr-Technika The center's main activities are: research of the upper constructions of railway roads, highways, runaways, taking into account the load, velocities, climate factors and other conditions. Practical and theoretical research of different types of constructions and their elements for the upper roads constructions: motor and railroads, airports, undergrounds, taking into account the influence of loads, velocities, climate factors and other conditions. Theoretical research in the area of different types of materials and construction elements of the upper road construction implementation, including elastomeric materials (roadbed base plates, under-sleeper shock absorbers, rail brace sleepers) and also geotextiles and geogrids. On-site and dynamic testing of different constructions of the upper road constructions and components, checking and approving project solutions. Such a stand is located Munich Technical University Laboratory, Germany

8 At present, requested dynamic tests are ordered in foreign countries, and the presence of a Russian center will allow to make import substitution of these services and provide unique possibilities for foreign companies (test for extreme temperatures from +60° to - 60°). The center for dynamic tests will allow to test the working capacity of transport constructions, knots and materials in conditions of acting operational loadings and environmental conditions inherent to various regions of Russia and other countries. The “Testing stand” project was presented at the 9 th Russian-German Forum “St. Petersburg Dialog”, 14-16 July, 2009, Munich, Germany. THE CENTER FOR DYNAMIC TESTS - TESTING SITE

13 The Ioffe Physical Technical Institute is one of the largest science centers in Russia. It conducts both fundamental and applied research in the major areas of modern physics and production engineering. The institute was established in 1918 by Abram Fedorovich Ioffe who then headed it for several decades. IOFFE PHYSICAL TECHNICAL INSTITUTE The institute is a structural division of the Russian Academy of Sciences and is a part of the organization united in the Department of Physical Sciences of the Russian Academy of Sciences. Since 1987, the Ioffe Physical-Technical Institute has been led by Zhores Ivanovich Alferov, the vice-president of the Russian Academy of Sciences, deputy of the State Duma and the Nobel prize winner

14 The purpose: Development, implementation and manufacturing devices of modern opto- and nanoelectronics in the field of solar and hydrogen power engineering, power electronics, laser instrument engineering, diagnostic and medical equipment for modern medicine. Creation of a high-duty centre of designing and manufacturing of collective access for instrument-engineering branch in Russia Tasks: Manufacturing of modern microcircuits of all classes with flash-memory as background serial products for the world market; Manufacturing of solar cells for independent power supply systems; manufacturing of photoreception CCDs and bolometric matrixes; Manufacturing of semiconductor lasers; Manufacturing of light- and photo diodes; Development and manufacturing of process equipment for electronic and medical instrument engineering; Development and manufacturing of microsystems of individual human diagnostics IOFFE PHYSICAL TECHNICAL INSTITUTE Physics-Technological Nanoelectronic Center

15 Tasks: Development and manufacturing of “systems on a crystal” for the instrument engineering factories of St. Petersburg and Russia; Development and manufacturing of semiconductor devices for power electronics; Manufacturing of electronic systems for the motor-plants based in St. Petersburg; Creation of conditions for rapid decrease in expenses for development and manufacturing of electronic systems and devices; Providing for the factories of St. Petersburg of modern means of development and libraries in the mode of collective access; Development and implementation of automated systems of designing of different levels and purposes; Development and manufacturing of base electronic systems for aircraft, Russian Railways, RAO ES, ship builders. 17 The centre of collective use in the field of manufacturing nanocarbonic materials and fullerenes: The complex of equipment (including the license to use the equipment) for manufacturing nanomaterials; Nanomaterials production technology (including design and operational documentation); Technological possibilities for recycling the materials into products; The Laboratory complex for materials and product quality control. Strategic task of the Center: Commercialization of scientific research and attraction of strategic customers. 20 CONDITIONS OF THE COOPERATION NETWORK FORMATION The availability of the following is necessary: Rules of conduct for cooperation members. Business-processes for specialist cooperation during cooperative project implementation. A unified informational environment providing access to the electronic documents of the project and cooperation network resource databases. Technical and the software distribution of work of the specialists of a cooperation network on the basis of various Internet resources. Modern software and industrial equipment, allowing to produce competitive products. Qualified specialists in different technical areas, whose competence should correspond to modern industrial standards. The project was presented in the frameworks of the Youth International Economic Forum, June 16-17, 2010, St Petersburg, Russia
