2 Information Sources 6 Next 12345 The Tokugawa rulers controlled Japan from the 16 th century until the mid 19 th century. During this time, the Tokugawa rulers (called shoguns) wanted to ensure that Japanese society would not change. Four social classes were created for a strict control of hierarchy. Each class was ranked according to its value to society and membership was determined by birth.Tokugawasocial classes
