How the work was managed Analysis based on the Dakar Declaration and discussions at the Dakar Consortium meeting Responded to the recommendations of the 2009 independent evaluation of PARIS21 Draft papers prepared and final drafts approved by the Bureau 9/21/20153

The logical framework Based on the Dakar Declaration on the Development of Statistics Covers the period from 2010 to 2014 Emphasizes the demand for statistics Distinguishes between the goals for the Partnership as a whole and for the Secretariat Builds on the existing log-frame Task team, chaired by DFID, set up to propose indicators 9/21/20154

Partnership outputs Partner countries design and implement comprehensive and operational NSDSs Support to statistics is adequate, well aligned with NSDSs and well coordinated International and regional statistical programs are on a sustainable financial and technical footing Countries increase capacities to document, archive, disseminate and harmonize survey micro-data and metadata Governance of the global statistical system is improved 9/21/20156

Secretariat outputs Facilitate better design and successful implementation of NSDSs Promote an increase of resources devoted to the development of statistics Provide support to developing countries to document, archive, disseminate and harmonize survey micro-data and metadata Contribute to a better coordination between members of the Partnership 9/21/20157

Governance arrangements Aim is to improve decision making, broaden participation and support goals Reform the Steering Committee ◦To become the PARIS21 Board ◦Meet once a year, but meetings to last longer ◦Forum for substantive discussion, with invited observers ◦Increase membership Strengthen the Bureau ◦To become the PARIS21 Executive Committee ◦Meet at least 4 times a year ◦Balanced membership 9/21/20158

PARIS21 Board 2 Co-chairs as for Steering Committee 10 developing country representatives with clearer mandate 4 representatives from regional development banks 4 representatives from regional agencies Bilateral donors (up to 9 as needed) 6 representatives from founding international agencies plus FAO 9/21/20159

PARIS21 Executive Committee Nine appointed members plus PARIS21 Manager ex-officio ◦2 developing country representatives ◦2 representatives from bilateral donors ◦5 representatives from the founding agencies (UNSD, EC/EUROSTAT, OECD, IMF and WB) Chair elected by members for one year Approves and monitors work programs and budgets Proposes new Board members as needed 9/21/201510

Funding issues Covers 4 years from 2010 to 2014 Focus on Secretariat work program Target is to raise about €13 million (US$ 19 million) Launch funding campaign, led by Executive Committee Build on existing PARIS21 “brand” Ensure Secretariat has access to fund raising expertise 9/21/201511
