| 13 EGEA General Assembly, 29 th October 2009 Changes to Directive 2009/40/EC Test Certificate Roadworthiness certificates issued in case of mandatory periodic vehicle tests shall cover at least the following elements: 1 VIN number 2 registration plate number and country symbol of state of registration 3 place and date of the test 4 odometer reading at time of the test if available 5 vehicle class if available 6 identified defects (it is recommended to follow the numerical order of Paragraph 5 of this Annex) and its category 7 overall assessment of the vehicle 8 date of next periodical test (if this information is not provided by other means) 9 name of inspection organisation and signature or identification of the inspector responsible for the test

Type approval requirements contain test methods and set levels of efficiency. Type approval requirements do not give technical design solutions PTI has to consider all safety equipment that was installed when the vehicle was brought into service + retrofitting requirements

| 21 EGEA General Assembly, 29 th October 2009 Continuous Compliance Regulation EC - 715/2007 Article 6 Manufacturers’ obligations 1. Manufacturers shall provide unrestricted and standardised access to vehicle repair and maintenance information to independent operators through websites using a standardised format in a readily accessible and prompt manner, and in a manner which is non-discriminatory compared to the provision given or access granted to authorised dealers and repairers.

| 22 EGEA General Assembly, 29 th October 2009 Continuous Compliance The information referred to in paragraph 1 shall include: (a) an unequivocal vehicle identification; (b) service handbooks; (c) technical manuals; (d) component and diagnosis information (such as minimum and maximum theoretical values for measurements); (e) wiring diagrams; (f) diagnostic trouble codes (including manufacturer specific codes); (g) the software calibration identification number applicable to a vehicle type; (h) information provided concerning, and delivered by means of, proprietary tools and equipment; and (i) data record information and two-directional monitoring and test data.

Information availability wherever needed » national databases: for registration, for roadworthiness testing and for end of life certificates databases on national level » international database: for type-approval the existing database should contain all COC documents, including single approved vehicles as well as approvals of technical changes to vehicles + necessary technical information for vehicle testing. » interconnection of databases: both national as well as international databases should be interconnected that data between type approval, registration, roadworthiness tests and end of life certificates can be exchanged by electronic means. » ….
