6 Findings - Regulation Regulatory Framework for SMS The structure of the CAA could easily lead to a separation of the regulator and service providers. The Flight Safety and Regulation directorate appears to be in a position were full independence can be achieved. A regulatory framework has not been established. The CAA needs to acquire the necessary competencies, knowledge and experience to establish a regulatory framework for safety management

7 Findings – Reporting System Reporting System The CAA has a mandatory reporting system in place following the structure of the ICAO provisions The effectiveness was questioned by the participants The reporting system does not include occurrence reporting and safety concern reporting Lack of feedback Target Levels of Safety Statistics required from the reporting system Defining the target levels of safety is a a national responsibility and a mandatory ICAO provision

Definitions of Safety Responsibilities Safety Management Manual To be drafted in parallel with the implementation of SMS Additional documentation: recruitment policy, reporting system, safety assessment, training programme, etc.
