PIC Region Rajendra Shende, Head OzonAction, UNEP DTIE, Paris UNDG A-P Meeting 8-9 Feb 2010, Vanuatu, Port Villa

Success Indicator The Montreal Protocol

UNPARALLEL COOPERATION Financial Assistance to Developing Countries

Ozone Hole Darkest blue areas represent regions of maximum ozone depletion 1979 1982 1984 1986 1988 1990 1992 1994 1997 1999 2004 2008

Ozone Layer Recovery

PICs and MEAs Case of the Montreal Protocol Not Part of Problem but keen to be part of the Solution Most vulnerable but the most ready volunteer for action Compliance is very high

Phase Out of CFCs in PICs PICs received nearly US$ 1 Million

Key success Factors: PICs Political will of the countries Regional delivery from UNEPs Bangkok office Regional Networking with National Ozone Officers Coordinated assistance from with SPREP, OCEANA, Australia, New Zealand, South-South Cooperation

Lessons learned Regional Cooperation among countries reduces burden on small countries Continuity of the National Focal Point is essential for Institutional Strengthening Networking with Focal points is effective problem solving technique Financial and technical assistance is key only if backed by policy enforcement at national level

Developing story The MP has contributed much more to climate mitigation than expected from Kyoto From now on the Climate benefit would be even more multyplying

MDG Report 2008 ……….This quantitative success in the protection of the ozone layer has also achieved important climate benefits because many ozone depleting substances controlled under the Protocol are also potent greenhouse gases. It is estimated that, without the worldwide effort to protect the ozone layer, the greenhouse effect of global ODS emissions would have equalled carbon dioxide emissions…….

BAIL OUT BY THE MONTREAL PROTOCOL… Reduction Montreal Protocol of ~11 GtCO2-eq/yr 5-6 times Kyoto target

Leadership of PICs Parties want the Montreal Protocol to do more. HFCs of the Kyoto Protocol proposed to be in Montreal Protocol The amendment proposed by FSM and Mauritius in MOP-2009 More than 40 countries supported declaration. Unique chance to leapfrog in technology choice.

Millenium Development Goals ……Report of UN 2007 …20 years after the Montreal Protocol signed Demonstrates what can be achieved when countries act together and in concerted way to resolve global environmental problems
