4 Structure of GP   Singapore is a city state without sub- central entities   Government Procurement (GP) policies centrally governed by MOF, in consultation with Government Procuring Entities (GPEs) i.e. ministries & statutory boards   Procurement fully decentralised to GPEs   Auditor-General audits for compliance

5 International Cooperation   Sept 97 - Singapore acceded to the 1994 Agreement on Government Procurement (GPA) under the WTO   Member of the Government Procurement Experts Group (GPEG) under APEC   Bilateral Free Trade Agreements - GP is a chapter in the ANZSCEP, JSEPA, ESFTA, SAFTA & USSFTA

14 Limited Tender   Limited no. of suppliers are invited to tender   Allowed in the following cases:   No responsive offer from earlier open or selective tender   Sole agency/sole supplier   To ensure compatibility with existing equipment   Extreme urgency   for development of prototypes in the course of, research, experiment, study or original development
