9 ОP “Regional Development” – the programme targeted at people 63% - 26% - 97%  Over 162 000 km of municipality roads rehabilitated  Over 210 schools and kinder gardens renovated, 550 are currently in a process of implementation, and 170 are in the waiting list  10 state-owned tourist sites are being modernized, and 113 municipal ones are to be modernized  39 state and municipal hospitals will be renovated and new equipment will be provided

10 What is left for us to start under OPRD?  OPRD - Forthcoming grand schemes  Support for integrated urban transport development in five major cities (Varna, Plovdiv, Rouse, Stara Zagora and Pleven) – 204 million leva;  Support for the regional tourist product and marketing development of the destinations– 19 million leva;  Support for the development public ICT infrastructure – 40 million leva  JESSICA – Joint European Initiative for Sustainable Investment in the Urban Regions  19 October 2010 – Financial Agreement between the Bulgarian Government and the European Investment Bank (EIB), for the establishment of the Holding Fund under JESSICA was signed;  June 2011 EIB evaluated 2 offers: Urban Development Fund for the city of Sofia and the Urban Development Fund for the cities of Plovdiv, Varna, Bourgas, Rouse, Stara Zagora, Pleven;  Forthcoming signing of agreements with the selected UDF and an investment of 24,5 million leva into UFD for the city of Sofia and 36,7 million leva UDF for the six major cities;

11 Energy Efficiency of the buildings  Lesson learned:  We have renovated 27 multi-family residential buildings within the framework of the project “Demonstrative Renovation of Multifamily Buildings” of MRDPW and UNDP, and 23 multi-family residential buildings and the surrounding public areas are currently under renovation  We have established an appropriate legal basis – Law of Condominium Management (LCM) of 2009, as amended in July 2011  On 18 July 2011 we published the scheme „Support for energy efficiency in multi-family buildings” under OP „Regional development”, BG161PO001/1.2-01/2011

12 The scheme „Support for energy efficiency of Multi-family Residential buildings”  Extensive communication with the public by:  Launching a communication campaign  Establishing an integrated unit for the implementation of the project to support the “Housing Policy” Directorate  Announcing the tender procedure for selection of project managers in the six planning regions  Selecting a Fund Manager to provide low-interest loans and guarantees  Our goal is: to launch the renovation process of one building in each Bulgarian region!

13 Water Supply and Sewerage Sector  3 investment projects, funded under the ISPA Instrument/ Cohesion Fund  Construction of Wastewater Treatment Plants (WWTP), located in Maritsa basin (Stara Zagora and Dimitrovgrad)  Integrated water project for the city of Bourgas  Integrated water project for the city of Rouse  A reform was launched in the Water Supply and Sewerage sector  Water Supply and Sewerage associations have been established  Contract template for management and operation of the water systems and facilities and the provision of water services to the consumers has been prepared

14 The Water and Sewerage Sector (WSS) Challenge  To finish the WSS Sector reform!  To strengthen the capacity of the structural participants in the reform: WSS Associations, WSS operators, administration  To draw up criteria for the WSS operators, professional qualification requirements for the technical personnel, with the support of JASPERS instrument  To initiate strategic and subdelegated legislation and legislative changes  To plan the WSS development and WSS systems via Regional master Plans  To elaborate investment projects!  Construction of 3 new dams – Neykovtsi, Plovdivtsi and the dam of Luda Yana, and the relevant Wastewater Treatment Plants  Reconstruction of Studena dam

15 To improve the legal basis in the field of spatial planning  Law on spatial planning  Disburden the enacted regulatory regimes, improving the quality of service for citizens and businesses, thus improving the investment environment  Eliminate the duplication of functions of the control bodies in municipalities and National Construction Supervision Directorate  Increase the powers of local authorities and local administration  from 2009 to the present moment  3719 orders for demolishing of illegal buildings have been issued  2253 illegal buildings have already been demolished  1800 more illegal buildings will be demolished by the end of June 2013.

16 To improve the legal framework  Law on the Black Sea Coast Spatial Planning  To ease the procedures on granting the new coastal concessions and improve the effectiveness of the executed control;  To regulate the finance and control activities of the concession contracts;  To introduce legal definitions and concepts, aiming to improve the control over the implementation of the concession contracts and the leases of the coastal area;  Cadastre law  To improve the regulation on creating a cadastral map and cadastral registers, in order to enhance the capacity of the cadastral data and update it;  To specify the procedures for maintaining and updating the cadastral map and cadastral registers, in order to facilitate their amendment procedure;  To improve the administrative services with cadastral information by establishing a more flexible service system

17 To improve the legal framework  Water Act  Additional differentiation of the public state and public municipal property of the WSS;  Defining 28 separate territories, corresponding to the administrative-territorial organization “region”;  Subtracting the value of the public water supply networks and facilities of the company’s balance sheet, rather than their capital

19 EU STRATEGY FOR THE DANUBE REGION  MRDPW is the Bulgarian national coordinator for the EU Strategy for development of the Danube Region  Bulgaria coordinates jointly with Romania Priority Axis 3 "Tourism and multicultural dialogue“, and Priority Axis 11 “Security and organized crime control” with Germany.  Our ambition is to participate actively in the process of cooperation with all the stakeholders in projects, which will contribute to the economic and social cohesion of all Danube regions.
