3 Guideline for Funding I -raise awareness concerning „innovation” under pupils/students -encourage pupils/students to deal with „key issues“ of regional economic development on the basis of European research funding -support/funding of cooperation between school, business and science Allowance Purpose -funding of small innovation projects (duration: normally 3 months) -concerning regional key issues, especially: agro-business, tourism, environmental technologies, IT-sector, mechanical engeneering -cross-border implementation (and / or preparation / postprocessing) Funding Eligible Applicants -pupils/students respectively teams of pupils/students from general schools, vocational schools or universities (aged 15-30) -from the participating districts and independent cities of Weser-Ems -with support of the supervising school / university -application via district / independent city respective registrated regional partners

4 Guideline for Funding II -not reimbursable grant, 100%, respectively max. EUR 2.000 (incl. VAT) -external services (training, seminars, consulting…) -travelling expenses (visit of regional companies and institutions, Dutch partners, …) -events (invitations, room rents, entertaining, …) -publications (preparation, documentation and dissemination of the project results) -costs for telecommunication and consumption materials -equipment (computer hard-/software, cameras, laboratory equipments …) – until an amount of 75% of the overall costs of the project -equipment aquired in the context of the project are transfered into the property of the supporting school or university Type, scope and amount of the allowance Requirements -relevance of the issue for the region -quality of cooperation -expected effect or success perspectives -quality of the project management incl. support by the education institution -quality and plausibility of working, time and cost schedule

5 Guideline for Funding III -applications until 15.11.2006 (?) to the regional / local project partner / coordinator -with confirmation of the supporting school / university -evaluation / recommendation through a regional steering committee (?) -notification by the regional / local project coordinator within 4 weeks -district administration will implement a bank account / cost centre -partial payment to an amount of 80% within 10 working days -ongoing payment from the bank account after demand of the supporting teacher -final report / cross-reference within 2 months after the end of the project -after examination and approval through the regional / local project coordinator the final payment to an amount of 20% will be transferred to the indicated account Procedure

7 Guideline for Funding V Role of the supporting school / university -implementation / testing of the curriculum -support of the (teams of) young people -administration of funding, incl. confirmation of the final report / cross- reference -declaration to the application: -pupil / student has successfully attended the innovation curriculum -project application is known by the signatory and submitted in one copy -project application is fully supported by the school/ university -project implementation will be supported by (name of the person) -administration for the allowance will be supported -equipments and devices remain in the property of the school/ university -equipments with a purchase price of more than 410,- Euro (incl. VAT) have to be used corresponding to the targets of the project for min. 3 years

8 Next Steps: „Toolbox“ Weser-Ems -contest vs. preselection (2 per district / independent city) -3 info days within the region (June/July 2006) -declaration of participation (July 2005) -implementation (September 2006 – March 2007) Schools Mentors Ideas Cooperation (NL) -optional: per district / independent city and topic 1 mentor (=5); altogether min. 1 / topic -expected participation according to the „participation declaration“ -identification / declaration of participation until July 2006 -active cooperation: September 2006 – March 2007 -optional: per district / independent city and topic 5 ideas; altogether min. 5! -expected level of detail according to the reporting form -availability of ideas between July 2006 until end of August -level of requirement see guideline for funding -individual contacts with support of the EDR and experienced schools -optional: central organised contacts
