3 To administer a cooperative agreement to: -Strengthen the implementation of Healthy Start (HS) activities - Provide capacity building assistance (CBA) to all Healthy Start grantee. The CBA will include ongoing technical assistance, training and education to HS staff.

7 An eligible applicant for funding in this competition under the Supporting Healthy Start Performance Project as cited in 42 CFR Part 51a.3 (a), any public or private entity, including an Indian tribe or tribal organization (as defined at 25 U.S.C. 450b), is eligible to apply for Federal funding under this announcement. Community-based organizations, including faith-based organizations are eligible to apply. An eligible applicant must have both direct fiduciary and administrative responsibility over the project.

8  Approximately $2,000,000 is expected to be available annually to fund one (1) cooperative agreement.  The project period is five (5) years.

9  The budget period is for ONE year. However, the applicant must submit one-year budgets for each of the subsequent project period year’s total of five at the time of application. Line item information must be provided to explain the costs entered in the appropriate form.

11  List of attachments and their description are found on pp. 37-38.  Attachment 1-5 and 7 are needed to get a better understanding of project.  Attachments 6 and 8-15 maybe included, if the applicant had additional information to provide that fit the criteria for these attachments.
