3 History Until 1994, different, but not consistent self control systems existed in one form or another in Germany, Denmark, United Kingdom, France and Spain. In 1994, the AIJN and several members founded the EQCS. The products scope comprises fruit juices and nectars in the market of the European Union.

5 WHY EQCS Aim: Guarantee authenticity How: Continuous monitoring of the market and packers Pan European body to implement industrial self control and to harmonise rules Guidelines to improve the effectiveness and efficacy. Our independency and recognized authority is the key to avoid crashing. The EQCS is independent from political organizations. EQCS is the independent umbrella association of industrial self control systems for local market and packer control in the EEA and EU candidate countries. With its activities EQCS contributes to the safety and quality of fruit juices, nectars and fruit juice drinks (>25 % fruit content) and to fair competition in their markets. Thus the positive image, consumer confidence and economical performance of fruit juices will be improved and strengthened. The Association and all members will comply at any time and in any point with the anti-trust legislation.

9 Objectives To assure free and fair competition. To protect the image of the products and the industry. To develop control systems in countries where these not yet exist and to harmonise existing systems. To harmonise and to create consensus regarding the interpretation of analysis results. To create an early warning system for detection of falsification. To establish a European data bank with authentic data on raw materials and consumer products. To promote the use of an EQCS logo to indicate that materials have been manufactured according to EQCS guidelines.

23 OBLIGATION OF MEMBERS Support the aims and objectives of EQCS Pay membership fees as specified in the contribution order Ordinary members: –Maintain and develop a control scheme –Comply with minimum requirements and guidelines for local control –Actively participate in the bodies of EQCS –Regularly report on special observation in the market and submit an annual report on control activities and results.

24 RIGHTS OF MEMBERS Submit proposal to the Board of Directors, Advisory Board and to the General Assembly Receive an annual activity report in anonymous form To be represented in all bodies of the EQCS Voting rights at the General Assemblies: –Proportional vote of 1 vote per 10 Mio liter sales –Observers and supporting Member can participate without vote –Representation of other member only via a proxy –No member can represent a majority of the votes

27 Requierements for control schemes Accept all terms and conditions for ORDINARY participants according to Statutes. Adopt the AIJN CoP Acknowledge compliance with food law and labelling regulations Inform about encountered problems and help to solve the problem. Provide full traceability when needed. Keep counter-samples Provide full information about samples upon request to EQCS authorities.

31 Technical requirements Sample taking –From members’ plants and market, in representative way Analysing –50% of products sampled from participants –Up to the scheme number of non-participants to be analysed –Adequate and suitable authenticity controls –By independent laboratories Plant Inspections –Minimum once a year

32 Technical requirements Evaluation of analytical figures (executive body or expert committee) Issue a yearly status report including: –Participants, finance, control activities, sample taking, analysis, non-conformities, corrective actions Ensure traceability of products Take adequate corrective actions Participate in the harmonisation of practices Pass the audit for approval or re-approval (two years)
