2 What is a FIRST RESPONDER OPERATIONS LEVEL ?

3 FIRST RESPONDER OPERATIONS LEVEL Responds to releases or potential releases of hazardous materials Initial response (public or private sector) Purpose is to: –protect nearby persons –protect the environment –protect property

4 OPERATIONS LEVEL (cont.) Respond in a defensive fashion Control the release from a safe distance Keep it from spreading Do not ordinarily come in contact with the material

5 ASSESS THE MAGNITUDE AND ESTIMATE POTENTIAL OUTCOME BY: Scene survey for containers, materials involved and surrounding conditions Gather information from MSDSs, shipping papers, or other resources Predict the likely behavior of the material in its container Estimate the potential for harm

6 PLAN THE INITIAL RESPONSE What are the response objectives? What are the defensive options available for each objective? Is the your PPE adequate for the option chosen? What are the emergency decontamination procedures?

7 FAVORABLY CHANGE THE OUTCOME CONSISTENT WITH SOPs AND LOCAL ERP Execute site control by establishing control zones, emergency decon and communications Establish command Use PPE available to the responder Perform defensive control actions according to the plan.

8 EVALUATE PROGRESS Evaluate the status of defensive options Communicate the status of the planned response
