2 Study carried out in February - May 2004 by the Secretariat of the Development Assistance Committee (DAC) in collaboration with:  members of the DAC Working Party on Statistics and  Joint United Nations Programme on HIV/AIDS (UNAIDS)

3 Current data: – May not relate solely to HIV/AIDS control as covers all STDs. – Does not encompass relevant activities that are integrated into wider health programmes. – Does not capture interventions outside the health sector. – Does not distinguish between prevention, treatment and care. Rationale for the study

4 Examine, verify and complete data on ODA commitments for three years (2000-02) so as to give a reliable statistical estimate of the magnitude of DAC members’ aid to HIV/AIDS control. Scope of the study

5 DAC members’ bilateral aid to HIV/AIDS control in 2000-02, on the average, US$ 1.1-1.3 billion per year

6 Bilateral: US$ 1.1-1.3 billion Global Fund: US$ 0.5 billion UNAIDS: US$ 0.1 billion Imputed multilateral: US$ 0.6 billion DAC members’ total aid to HIV/AIDS control in 2000-02, on the average, US$ 2.2-2.4 billion per year

7 Clarify definition: “aid to HIV/AIDS control” covers activities that have HIV/AIDS control as their primary objective. Create a new purpose code (purpose codes) to separately identify social mitigation of HIV/AIDS. Identify, and include in analyses, reproductive health activities that can (or are likely to) have a dual purpose; and basic health activities relevant to HIV/AIDS treatment. Further action
