Phoenix Convention Center Phoenix, Arizona Sustainability at the US Department of Energy Sustainability Sustainability Planning John Shonder Director, DOE Sustainability Performance Office August 11, 2015

Energy Exchange : Federal Sustainability for the Next Decade To create and maintain conditions under which humans and nature can exist in productive harmony, that permit fulfilling the social, economic, and other requirements of present and future generations Meeting the needs of the present generation without compromising the ability of future generations to meet their own needs Sustainability -- Definition

Energy Exchange : Federal Sustainability for the Next Decade Inattention to sustainability in the past has led to consequences in the present – Local level: Environmental contamination, deforestation and loss of habitat, extinction of animal species – Global level: Climate change and resulting environmental, economic, security, and health issues (to name a few) “We are the first generation to feel the effects of climate change, and the last that will be able to do something about it” The Challenge

Energy Exchange : Federal Sustainability for the Next Decade Overall Mission: Ensure America’s security and prosperity by addressing energy, environmental, and nuclear challenges through transformative science and technology solutions – Increase efficiency, reduce manufacturing cost, and increase the share of energy coming from renewable sources – Increase efficiency, reduce emissions from conventional power sources – Increase efficiency of lighting, HVAC, appliances, manufacturing processes, transportation, etc. DOE and its national laboratories work to bring about low-carbon future

Energy Exchange : Federal Sustainability for the Next Decade Carry out our mission in the most sustainable manner possible – Reduce energy use – Reduce water use – Increase the use of renewable energy – Reduce greenhouse gas emissions Consider sustainability as a key element of every facet of our work We thus have a responsibility, as a Department and as individuals, to lead by example

Energy Exchange : Federal Sustainability for the Next Decade Department of Energy’s Scope of Operations Employs approximately 109,000 people Operates 47 major sites, which include laboratories, accelerators, manufacturing and processing plants, test facilities, and office buildings Operates over 14,000 vehicles Spent more than $370 million on facility energy and water consumption in FY 2014

Energy Exchange : Federal Sustainability for the Next Decade Department of Energy Sites 7

Energy Exchange : Federal Sustainability for the Next Decade 3 rd largest user of facility energy in the Federal Government, 4 th largest in total energy use In FY 2014, DOE used, occupied and emitted approximately: 29.4 trillion Btus total energy; 3% of Government total 5.0 million MWH electricity; 9% of Government total 5.9 billion gallons of potable water; 5% of Government total 120 million square feet; 4% of Government total 3.1 million MTCO 2 e Scope 1 & 2 GHG; 7% of Government total The DOE Footprint 8

Energy Exchange : Federal Sustainability for the Next Decade Four interrelated goals provide the main drivers for scope 1&2 GHG reductions – Reduce EUI of goal-subject buildings by 25% – Utilize 30% renewable energy as a percentage of total electric energy use – Utilize 25% clean energy (renewable and alternative) as a percentage of total electric and thermal use – Reduce fleet-related GHGs by 30% Extends end year for GHG reduction goals from FY 2020 to FY 2025 Requires each agency to develop new reduction targets for FY 2025 9 Planning for Federal Sustainability in the Next Decade – EO 13693

Energy Exchange : Federal Sustainability for the Next Decade 10 DOE’s current performance with respect to EO 13693 targets Current DOE Performance (FY14) New Target (FY25) Scope 1 & 2 GHG Emissions-35% (FY08 baseline)50%* (FY08 baseline) Scope 3 GHG Emissions-19% (FY08 baseline)25%* (FY08 baseline) Energy Intensity-27% (FY03 baseline)-25% (FY15 baseline) Water Intensity-28% (FY07 baseline)-36% (FY07 baseline) Renewable Electric Energy18%30% HPSB3.8%15% * Scope 1&2 and Scope 3 targets subject to approval by OMB/CEQ.

Energy Exchange : Federal Sustainability for the Next Decade Identifying 15% of buildings (by square footage or number) that will comply with Federal Guiding Principles by 2025 Reduce water use intensity 36 percent by FY25 (FY07 baseline) Fulfill existing agency target for performance contracting (DOE: $275 million by December 2016) and establish new annual targets for FY17 and thereafter 11 Additional EO 13693 requirements

Energy Exchange : Federal Sustainability for the Next Decade Defines responsibilities of DOE leadership, Program Offices, Field Managers, and DOE Corporate Partners with respect to sustainability Lists products to be produced by each party Presently undergoing revision to reflect EO 13693 and current DOE organizational framework https://www.directives.doe.gov/directives- documents/400-series/0436.1-BOrder https://www.directives.doe.gov/directives- documents/400-series/0436.1-BOrder 12 DOE Order 436.1 – Departmental Sustainability
