Young and Pope Charts http://stanpope.net/ppngen.html are good, but difficult if only group is large and have only 2 lanes. Competition can be broken into two stages... preliminary races and finals. For finals, opponents should be balanced.

As many categories for which you can afford meaningful recognition is a good plan. Decide if one entrant can receive recognition in more than on category.
