Important Issues Declining Membership In USA One IEEE Concept Infrastructure Costs

Rising Infrastructure costs can affect financial viability of individual units (p.ex.,growing piece of Xplore revenues being used for infrastructure) Final budget responsibility should rest with volunteers IEEE BoD must take a harder look at initiatives with big financial impact (ex, creating ieee domain) IEEE must continue to be run as.org and not as.com

Is IEEE Strangling its Golden Geese? Presidents Message IEEE Communications Magazine September 2001

Decrease of Membership in R1-R6 Less focus on services target at academia. Increase collaboration with industry. Continuing education: IEEE needs to do a much better job. For professional life learning understand the needs of young professionals. Revisit issue of lower cost access to information by members.

FDC Industry Advisory Committee Yrjo Neuvo (Former CTO and Board member, Nokia, Finland) Hugh Bradlow (CTO Telstra International, Australia) Heiner Stuttgen (VP, NEC Europe, Germany) Paul Farrar Jr. (VP, IBM, USA) Jeffrey Voas (NIST, USA) Hideo Kuwahara (Fujitsu, Japan and President IEEE Photonics Society) 6

One IEEE Concept One IEEE is a very good concept and important. We should all work together to improve services to all our constituencies, from members, to community to mankind. owever for One IEEE to work it is important that in each instance all stakeholders involved see some benefit in their participation. The One IEEE concept cannot be used to simply transfer resources from one unit to other or an excuse to transfer control of activities to corporate staff or to direct supervision by the BOD

Accomplishments as Society President Strengthned ComSoc leadership in the key telecommunication technology areas; Society Membership reached 62000 members, an all time record; Society had record revenue years Developed a coherent package of products and activities for a then evolving technology; Established partnership with other Societies to address new technology areas; Enhanced web-based products; Established mechanisms for interaction with industry. Created a Global Chapter Chair Congress Created IEEE Transactions on Wireless Comm. Revamped the IEEE Communications and Networking Conf., now its premier event in this area.

Accomplishments as IEEE Vice President, Technical Activities (1) Strengthened relations with other boards: Held joint Sessions with MGA and PSPB Appointed Society Membership Adhoc Committee to partner and leverage MGA expertise in addressing society membership decline and value offered to members. Worked with PSPB on timeliness issue. Successfully worked with EAB to develop a framework for IEEE Certification Business. re-established contacts with industry leaders to improve the quality of our products to practitioners; Initiated development of a technology roadmap (Technology Navigator tool) for IEEE-TA and IEEE.

Accomplishments as IEEE Vice President, Technical Activities (2) Significantly improved the operations of the Society Review Committee. Appointed a task force to analyze TA Business Models that made very important recommendations for the future of IEEE TA and that were endorsed by TAB. Pushed the successful solution of long-standing items such as: new conference publications revenue distribution algorithm and policy regarding conference no-shows, creation of Technical Commitees.

Accomplishments as a Society Volunteer. I led teams that successfully changed the structure of ComSoc flagship conferences and added focus to the long term planning of their technical programs. I led the development of IEEE WCNC to become the premier ComSoc Wireless conference. I served as General Chair of three ComSoc Major Conferences (GLOBECOM, Infocom e WCNC). Recently I was co-General Chair of the first ever on-line ComSoc conference, IEEE GreenCom. Early on in my volunteer career I was the proponent of the creation of the very successful and long lasting Student Travel Grant program In the 90s was one of the leaders of ComSoc globalization process.
