11. Qualification Structure (1) The courses are divided in 4 levels 2 learning pathways leading to the same qualification with possibility of changeovers 1.School based; students, 346.000 enrolments 2.Work based; employees, 139.000 enrolments (apprenticeship system)

Levels & Learning routes Level 1: assistant training Level 2: basic vocational training, leading to fledgling qualified tradesman level Level 3: vocational training, leading to independent tradesman level Level 4: middle-management and specialist training Level ½ : 141.000 students. Level ¾ : 336.000 students

13. Qualification structure (2) Choice of pathways depends on economic situation At present a new qualification structure is being developed: –More focus on core competences and citizenship –Less qualifications (to increase the transparency & dynamism)
