2 Increased support for one national health strategy, through: 1. More inclusive, better aligned national planning and joint assessment processes 2. More unified support, through country compacts 3. More harmonized financial management 4. One results monitoring platform, to track strategy implementation 5. Greater mutual accountability by monitoring progress against commitments IHP+ works through its partners – governments, development partners, CSOs; builds on existing processes; and provides a neutral platform for countries to discuss with development partners How IHP+ works 07/02/2014

3 Facilitating involvement of all stakeholders cornerstone in IHP+ approach because only with broad ownership of stakeholders will the countrys strategy deliver the expected results. IHP+ has had a special role in facilitating the involvement of civil society Importance of other non-governmental actors and parliamentarians increasingly acknowledged Stakeholder Involvement 07/02/2014

4 Support for One Plan, because: Countries have a sovereign right to ownership The health care market can only produce optimal result when government provides strong leadership Only a comprehensive country strategy can adequately address the peoples needs Alignment with One Plan = Results 07/02/2014

5 Where it all comes together:

6 12 countries now have formally used the tool for Joint Assessment of National Strategy & Plans (JANS) Resulting in improved strategy with an emphasis on a proper results framework and increased confidence from funders National planning and joint assessment processes 07/02/2014

7 18 countries now have compacts specifying the commitments of all partners to implementing the strategy This mutual accountability is increasingly enforced by specific indicators, and we hope to assist countries on improving this monitoring based on the experience with IHP+Results Country Compacts 07/02/2014

8 ­ Joint fiduciary arrangements would harmonize all types of support with common reporting and one audit ­ Obvious advantages in terms of transparency, accountability and transaction cost; but also for ability to align all funding behind strategic priorities. All leading to more effective use of funds and thereby improved results Harmonized & Aligned FM 07/02/2014

9 ­ Precondition for focus on results ­ Good quality common framework for measurement and a well functioning Joint Annual Review (JAR) process are key ­ Linked with the Commisssion on Information & Accountability for Womens & Childrens Health (CoIA) follow up plans on M&E has been made in most of the countries present One results monitoring platform 07/02/2014

10 We have started looking at South-South collaboration And thinking of new areas where IHP+ has comparative advantage and with a clear effect on achieving better results by improving strategies and their implementation, for example alignment of TA New areas 07/02/2014

12 We are all mutual accountable for our commitments towards the national plan, and we need to monitor our commitments And not least Development Partners need to walk the talk, only then will they maximise the results of their contributions Mutual Accountability for Results 07/02/2014
